Pursuant to Act 3846, as amended, E.O. No. 546, Chapter NIX Article 55 of the Radio Regulations of International Telecommunications Union (ITU), and Regulations I/6 and I/8 of the 1978 STCW Convention, as amended, the Memorandum Circular No. 17-12-2002 dated December 20, 2002 is hereby amended to include a new provision, item "d" of Section VI, 6.1, as follows: 

"d". If applicant is not a deck/radio officer or ECE, he/she may be allowed to attend the training, provided, it shall only be issued a "Certificate of Attendance" upon completion of the course. The Certificate of Attendance shall not be considered as a basis for qualifying in the GOC or ROC examination.

All other provisions of Memorandum Circular No. 17-12-2002 remain in force.
