VANITY LICENSE PLATE (VLP) ON-LINE AUCTION SYSTEM FOR THE LIMITED EDITION
Pursuant to the provisions of Presidential Memorandum Order No. 65 dated 20 June 2002 "Authorizing the Department of Transportation and Communications (DOTC), through the Land Transportation Office (LTO), to issue optional motor vehicle plates bearing preferred inscriptions," the Joint DOTC-DOF-DBM Implementing Rules and Regulations (IRR) dated 26 April 2004 and LTO Memorandum Circular No. 530-2004 dated 12 July 2004, the following guidelines are hereby promulgated in the implementation of the On-line Auction for the VLP Limited Edition for the observance of all concerned:

VLP On-line Auction:
In view of the growing demand for the VLP Limited Edition and to encourage participation thereon of the motor vehicle owners from all over the Philippines, the following guidelines for the on-line auction shall be as follows:
- There shall be a nationwide on-line auction where motor vehicle owners from all over the Philippines can participate.
- There shall be a mock auction on November 23, 2004.
- For bidders without Internet access at home, the LTO Central Office/Regional Office/District Office may recommend Netopia Caf for assistance. The 120 Netopia Caf sites nationwide shall be informed of the LTO on-line auction and thus, may assist in the mock and actual on-line auction activities.
- On-line Auction shall cover ONLY the 63 LIMITED EDITION of the Vanity License Plates.
- A P1000 non-refundable registration fee and a refundable deposit of P50,000 shall be paid to LTO Central Office in the form of Cash, Managers Check or Cashiers Check, or deposited at any LBP Branch under VLP Trust Account No. 0572104397. Payment of such shall qualify the payee to the On-line Auction.
- Duly accomplished application forms together with the copy of the deposit slip shall be submitted to the VLP Committee through

- Upon validation of the deposit slip and evaluation of the application form, the VLP Committee shall inform the Applicant that the application form was received already and shall then give out the pre-generated Username and Password directly to the Bidder's e-mail address.
- Application Form, and Frequently Asked Questions (FAQ) can be downloaded from the LTO website at www.lto.gov.ph, and bidders may also secure the application forms from the LTO Central/Regional/District offices.
- Attached is the list of available 63 pieces of VLP Limited Edition* plates identified as Lot 1 to Lot 63 and the On-line Auction Procedures for posting in your respective offices.
