[ MTC RESOLUTION NO. 06, September 10, 1997 ]

ESTABLISHING A QUALITY ASSURANCE SYSTEM IN THE TRAINING, ASSESSMENT OF COMPETENCE, CERTIFICATION ENDORSEMENT AND REVALIDATION ACTIVITIES, INCLUDING THE QUALIFICATION AND OF INSTRUCTORS AND ASSESSORS, REQUIRED UNDER THE 1978 STCW CONVENTION, AS AMENDED IN 1995



WHEREAS, under Regulation I/8 of the revised STCW Convention, each Party shall ensure that there shall be a quality standard system in the training, assessment of competence, certification, endorsement and revalidation activities, including (hose concerning the qualification and experience for instructors and assessors, in order that the defined objectives are attained;

WHEREAS, each Party, pursuant to the above-stated Regulation, shall ensure that periodic independent evaluation is likewise undertaken by qualified persons not themselves involved in the activities concerned; and,

WHEREAS, the Convention will enter into force on 01 February 1997 and it is essential that the Philippines' quality assurance system shall be in place on or before the said date.

NOW, THEREFORE, in consideration of the foregoing premises, resolve as its is hereby resolved that the MTC, in consultation with representatives from other members of the maritime sector shall

1. Take immediate action to establish a quality standard system in the training, assessment of competence, certification, endorsement and revalidation activities including the qualification and experience of   instructors and assessors to achieve the required objectives; and,

2.         Authorize the MTC Secretariat to engage the services of consultants or other recognized professional bodies to assist in the development of such required quality standard systems.

Resolve further that the foregoing undertakings shall be instituted and established by concerned member-agencies of the MTC not later than 01 February 1997.
