CONTROL MECHANISMS FOR PRECURSORS AND ESSENTIAL CHEMICALS
Pursuant to the powers vested in the Dangerous Drugs Board under Section 36 (a) ,R.A. 6425. as amended and following the provisions of and in accordance with Article 12 of the 1988 United Nations Convention Against Illicit Trafficking on Narcotic Drugs and Psychotropic Substances, which was ratified by the Philippine Senate on February 26,1996, the following control measures on the precursors and essential chemicals included in Tables I and II and as an Annex to the said Convention and hereunder enumerated, are hereby prescribed:
SECTION 1. Substances included in Table I:
N-acetylanthranillic acid
Ephedrine
Ergometrine
Ergotamine
Isosafrole
Lysergic Acid
3.4 methylenedioxyphenyl-2-propanone
1 -phenyl-2-propanone
Piperonal
Pseudoephedrine
Safrole
The salts of the above substances whenever the existence of such salts is possible.
SECTION 2. Substances included in Table II:
Acetic anhydride
Acetone
Anthraniiic acid '
Ethyl ether
Hydrochloric acid*
Methyl ethyl ketone
Phenylacetic acid
Piperidine
Potassium permanganate
Sulphuric acid*
Toluene
The salts of the above substances whenever the existence of such salts is possible.
SECTION 3. Control measures: 3.1 For importers/distributors and/or wholesalers.
3.1.1 Registration with the Control, Regulation and Intelligence Division of the Board;
3.1.2 Payment of fees;
3.1.3 Accomplishment of Special Permit (DDB Form No. 9-72) to be submitted to the Board before importation
3.1.4 Submission of quarterly report relative to distribution, disposition or usage of item(s) imported;
3.1.5. Submission to the Board of forecast estimate of item(s) to be imported during the following year,
3.1.6 Submission to the Board of an itemized report of all controlled items imported stating therein the following data:
a. date of importation
b. quantity imported
c. those already received
d. those not yet received
3.1.7 Inspection of premises by DDB Drug Regulation Officers and by deputized agents of the Board;
3.1.8 In case the imported item shall be re-exported, clearance must be secured from the board
SECTION 4. Repeal of inconsistent Board Regulations - All board Regulations inconsistent herewith shall be deemed modified or amended.
SECTION 5. Sanctions - Violation of this Regulations shall be penalized with administrative sanctions, without prejudice to criminal sanctions if warranted.
SECTION 6. Effectivity - This regulation shall take effect fifteen days after the completion of its publication in a nenwspaper of general circulation
