[ PRC BOARD OF NURSING RESOLUTION NO. 357, S. 2004, September 15, 2004 ]
SUBMISSION AND ATTACHMENT OF DOCUMENTS IN COMPLIANCE WITH POLICIES AND GUIDELINES ON CURRICULAR OFFERINGS OF NURSING SUBJECTS; RELATED LEARNING EXPERIENCE (RLE) REQUIREMENTS; DEGREE AND MEMBERSHIP OF DEANS, CHIEF NURSES, AND CLINICAL COORDINATORS; AND STATUS OR LEVEL ACCREDITATION OF INSTITUTIONS OF LEARNING TO THE APPLICATION FOR THE INTEGRATED COMPREHENSIVE NURSE LICENSURE EXAMINATIONS (ICNLE)
WHEREAS, Section 13 (c), Art. IV of R.A. 9173, known as the "Philippine Nursing Act of 2002", provides that an applicant for the ICNLE shall be a holder of Bachelor's Degree in Nursing from a college or university that complies with the standards of nursing education duly recognized by the proper government agency (Commission on Higher Education (CHED);
WHEREAS, The Second Paragraph of Sec. 25, Art. V of supra law states that learning experience shall adhere strictly to specific requirements embodied in the prescribed curriculum as promulgated by the CHED's policies and standards of nursing education;
WHEREAS, provisions on qualifications of Deans (Sec. 27, Art. IV), Chief Nurses and Clinical Coordinators (Sec. 29, Art. V) are the bases of the herein policy requirements (These provisions are likewise found in the IRR of R.A. No. 9173); and
WHEREAS, The Board in imposing submission and attachment of the documents necessary to the application for the ICNLE intends to insure that the factors on compliance with the standards of nursing education and nursing practice, the BSN program, RLE, qualifications of Deans, Chief Nurses, and Clinical Coordinators are appropriately met;
NOW, THEREFORE, the Board hereby resolved, as it now resolves, to require submission and attachment of documents in compliance with policies and guidelines on curricular offerings of nursing subjects; Related Learning Experience (RLE) requirements; degree and membership of deans, chief nurses, clinical coordinators; and status or level accreditation of institutions of learning to the application for the Integrated Nurse Licensure Examinations (ICNLE).
THE FOLLOWING GUIDELINES SHALL BE THE BASES FOR THE PREPARATION OF THE DOCUMENTS FOR SUBMISSION AND ATTACHMENT TO THE APPLICATION FOR THE ICNLE
I. THE RLE REQUIREMENTS OF MAJOR, MINOR SCRUBS, DELIVERIES HANDLED, ASSISTED AND CORD DRESSED
II. ON THE SEQUENCING OF THE NURSING CURRICULAR SUBJECTS. It is hereby reiterated that the following nursing courses shall be taken by all nursing students pursuant to CHED Memo No. 30 s. 2001:
The foregoing courses shall be completed prior to taking the professional nursing courses. It is, therefore, the responsibility of the Deans to insure completion of BSN I and BSN II courses prior to the taking of the following theoretical and RLE of professional nursing courses in accordance with the principles of sequence and continuity.
III. ON THE EDUCATIONAL DEGREES OF PROFESSIONAL AND PNA/SPECIALTY GROUP MEMBERSHIPS
All curricular and RLE requirements shall be duly signed by the Dean, Chief Nurse, and Clinical Supervisors with their education degrees and PNA/ADCPN membership status and shall be duly notarized. Photocopies of Case Slips/Surgical Slips shall accompany the RLE reports. The signature format is as follows:
IV. ON THE RECOGNITION AND ACCREDITATION LEVEL STATUS OF THE SCHOOL
The school's status where the student is enrolled shall be specially stated in the required document format (BON-Form No. 0401 to 0405).
The documents are required in this Resolution shall be submitted together with, or attached to, the application for the ICNLE, starting in the June 2005 ICNLE.
V. SEMESTRAL OFFERING OF THE BACHELOR OF SCIENCE IN NURSING (BSN) PROGRAM
Considering the simultaneous scheduling of RLE and didactic requirement for professional subjects per CHED Memo No. 30, Series 2001, offering of the nursing program in all schools shall be deemed semestral.
This Resolution shall take effect after fifteen (15) days following the full and complete publication thereof in the Official Gazette or newspaper of general circulation.
Copies hereof shall be disseminated to the schools, colleges, and universities offering the BSN program through the Commission on Higher Education (CHED).

- Number of major scrubs assisted is five (5). In major surgeries, two (2) may be allowed to assist for complicated cases like brain surgery.
- Number of minor scrubs assisted is five (5). One (1) assisted scrub for minor surgeries per student. The major scrubs cannot be used as substitute for minor scrubs.
- Number of deliveries handled is five (5). One student per patient shall handle the delivery.
- Number of deliveries assisted is five (5). One student per patient shall assist the delivery.
- Number of cord dressing is five (5). One student per baby shall perform the cord dressing for new born.
- The type of surgical cases for the five (5) assisted major/minor shall be varied.
- For second-degree courses, individual record of clinical rotation shall be attached.
II. ON THE SEQUENCING OF THE NURSING CURRICULAR SUBJECTS. It is hereby reiterated that the following nursing courses shall be taken by all nursing students pursuant to CHED Memo No. 30 s. 2001:
- Health Care I
- Health Care II
- Health Economics
- Science Technology and Society (STS)
- Health Ethics
- Mandated subjects i.e. NSTP, etc.

- Schools that are recognized are solely qualified to accept second degree course in the regular program per CHED memo No. 9, s. 2002.

- Only schools that are deregulated and autonomous may offer special program to professionals per CHED Memo No. 9 s. 2002.
The documents are required in this Resolution shall be submitted together with, or attached to, the application for the ICNLE, starting in the June 2005 ICNLE.
