SUSPENSION OF RESOLUTION NO. 2004-200, SERIES OF 2004, REQUIRING APPLICANTS IN LICENSURE EXAMINATIONS TO SUBMIT TRANSCRIPT OF RECORDS WITH SCANNED PICTURES AND WITH REMARKS "FOR BOARD EXAMINATION PURPOSES ONLY"



WHEREAS, in Resolution No. 04-200, series of 2004, the Commission resolved as follows:

  1. To require applicants in licensure examinations scheduled in the September 2004 onwards to submit transcript of records with scanned pictures and remarks "FOR BOARD EXAMINATION PURPOSES ONLY".

  2. That applicants who graduated several years before the issuance of this resolution shall be required to present a new transcript of records bearing the scanned picture and remarks, thus enabling the schools to keep track of their previous graduates who will take the examinations.

  3. That schools, colleges and universities who do not have the equipment for scanning of pictures shall attach an original certification on the transcript of records stating the non-availability of equipment for scanning to be signed by the president or registrar.

WHEREAS, the requirement of a new transcript of records bearing the scanned picture and remarks for applicants who graduated several years before the issuance of this resolution has become too burdensome for those who come from far flung provinces leaving them no choice but to go back and sacrifice precious time and resources, or not to take the examination at all.

WHEREAS, while said requirement was intended to be an anti-fraud measure to validate transcript of records, it has become a great hinder on those whose schools do not possess scanning equipment.

WHEREAS, in many cases, the applicants with no scanned picture on their transcript of records are duped into paying exorbitant amount to unscrupulous individuals outside the premises of the Commission just to comply with the requirements of the Commission. Since not all applicants can comply, the purpose of the resolution is defeated when they have to resort to other establishments to add their scanned pictures to reproduce transcript of records, imposing upon them the burden of added costs, a longer process of application and anxiety.

WHEREAS, the Licensure Office, finding the above reasons sufficient recommends the temporary suspension of the aforesaid requirement to have an ample time to study possible means of avoiding additional burden to the clients of the Commission and, and their families, while attaining the goal of integrity in licensure documentation.

WHEREFORE, the Commission RESOLVES, as it is hereby RESOLVED to SUSPEND the implementation of Resolution No. 2004-200, series of 2004, until such time where the schools and educational institutions are ready to comply with the subject resolution avoiding therefore additional burden to the applicants for licensure examinations, and for a trouble-free implementation.

Let a copy of this resolution be published in the Official Gazette or newspaper of general circulation and furnished the U.P. Law Center, the Commission on Higher Education (CHED), all schools colleges or universities offering courses for licensure examinations.

This Resolution shall take effect upon its approval.
