REVISED IMPLEMENTING GUIDELINES FOR THE OPERATION OF MINI LIQUID NITROGEN PLANTS DONATED BY THE JAPANESE GOVERNMENT TO SUPPORT THE UNIFIED NATIONAL ARTIFICIAL INSEMINATION PROGRAM (UNAIP)



WHEREAS, it is the avowed policy of the government to manage, conserve and protect its meager resources;

WHEREAS, the Department of Agriculture (DA) through the Ginintuang Masaganang Ani-Livestock Program (GMA-LP), is implementing the Genetic Improvement Program (GIP) of which the Unified National Artificial Insemination Program (UNAIP) is one major component;

WHEREAS, the UNAIP is an inter-agency collaborative effort aimed at providing strategic direction for the current AI efforts, harmonizing AI activities of the Bureau of Animal Industry, National Dairy Authority, Philippine Carabao Center, Regional Field Units and localizing AI services at the local government units;

WHEREAS, the ultimate goal or objective of UNAIP is to provide better opportunities for livestock farming communities by enhancing productivity and competitiveness through institutionalized AI delivery systems at the village level;

WHEREAS, in 1998, the Government of Japan through the Japan International Cooperation Agency/Japan Overseas Cooperation Volunteers (JICA/JOCV) donated six (6) mini liquid nitrogen (LN2) generating plants in support of the AI program and these were installed in Central Semen Distribution Unit (BAI-CSDU), DA Regional Field Unit III, DA-Regional Field Unit VII, Malaybalay Stock Farm (MSF), NABC Lot 184 and DA-Regional Field Unit XI;

WHEREAS, DA-Administrative Order No. 35, s. 1999 was issued to provide guideline in the operation of liquid nitrogen plants for the AI program, including the prescribed rates for the sale of liquid nitrogen to support the maintenance of the equipment;

NOW, THEREFORE and in consideration of the foregoing premises, the Department of Agriculture hereby amends DA-AO No. 35, Series of 1999 with the following:

1. The price of liquid nitrogen is increased from PhP 50.00 per liter to PhP 80.00 per liter to cover for the increased rates of electricity, water and salaries/wages of contractual personnel.

2. Proceeds of sales from liquid nitrogen shall be directly deposited to the Bureau of Animal Industry ™s Revolving Fund 162 (Account No. 260-8400373, PNB-SSS Branch).

3. Sales proceeds shall be used primarily for the maintenance including the purchase of critical spare parts of the LN2 plants and payment for salaries/wages of contractual personnel hired to operate the equipment;

This Order supersedes DA-AO No. 35, series of 1999 dated August 10, 1999 and shall take in effect upon its signing.
