Effective this date, J and J Builders and Supply and/or Joeven N. Ong are hereby suspended/blacklisted from participating in any bidding or entering into any contract with the Department and its line agencies for a period of one (1) year, as penalty for submitting fake or spurious certification dated November 25, 1989, allegedly issued by Mr. Bonifacio D. Cruz, cashier, Philippine Commercial International Bank stating that this Mr. Ong has a deposit of P3,674,253.28 under SA 537-08138-9 in connection with his application for prequalification in the bidding of the Iriga City Hall of Justice.
