THE 1998 ACCELERATED LEARNING PROGRAM FOR ELEMENTARY SCHOOLS (ALPES) TESTS



1. The 1998 Accelerated Learning Program for Elementary Schools (ALPES) examination will be administered on October 5-9. The regions will be notified later of the specific dates of the test administration in the different testing centers.  Private schools are not included in the Acceleration Tests.

2. Prospective ALPES examinees from Grades IV to V shall have passed the district and the division screenings following the procedures in Inclosure No. 1 Inclosure No. 2 is the certification for acceleration form.

3. The final report of the result of the division screening shall be transmitted by the regional office, by test centers, to the National Educational Testing and Research Center (NETRC) on or before September 14.  The School superintendent shall also furnish the NETRC a copy of the results of its division screening.  It is imperative that examinees qualified in the division screening before they are allowed to take the national acceleration tests.

4. The test centers used during the 1996 acceleration tests shall be maintained. Any changes made to this effect shall be communicated to the NETRC not later than September 18.  Schools with large rooms shall be considered in choosing test centers.

5. Transportation and other expenses incurred in connection with the ALPES test shall be borne by the examinees and/or their parents/sponsors.

6. It is required that the accommodation be made available for out-of-town examinees and their parents/sponsors.

7. A master list of all pupils who qualified in the national ALPES examination shall be sent to the regional directors on or before October 23 for immediate dissemination to the pupils concerned.  Certificates formally recognizing those who qualified for acceleration shall be issued by the NETRC, DECS.  The transfer to the next higher grades of these pupils shall be immediately effected.

8. The regions are requested to monitor the accelerated pupils to find out how they are faring in terms of psycho-social adjustments as well as academic achievements.  Case studies may be taken on the ALPES qualifiers.

9. Form 137-E (permanent record form) and the Report Card of the accelerated pupils shall bear the notation:  Accelerated to Grade _____ Date _________.

10. It is requested that this Memorandum be brought to attention of all concerned.

Procedures in the Screening Applications for the ALPES Tests

1. In order to ensure the equitable distribution of examinees, the following procedures shall be followed:
a. all schools shall select three (3) examinees each from Grades IV and  based on the scholastic rating in the previous grade.  In addition, the age, social, emotional and physical maturity of the child shall be considered. A prospective examinee for Grade IV should at least be 10 years old and Grade V examinee at least 11 years old at the time of the examination.

b. The candidates of the school shall sign a certification that they are willing to be accelerated should they pass the Acceleration Tests.  This certification shall be signed by parents/guardians of candidates and shall be duly certified to by the school principal. (See Inclosure No. 2)

c. The names of the candidates for each school shall be submitted to the District Selection Committee composed of the district supervisor and one (1) representative each from all the schools.

In order to select the examinee for the district, the District Selection Committee shall administer achievement test in learning areas covered by the Acceleration Tests.  If a mental ability test is available, the same shall be administered, too.  The candidates shall be ranked based on the scores in the tests given and the names of the successful candidates shall be submitted to the Division Selection Committee.

The District Selection Committee shall determine the number of candidates based on the number of Grades IV and V classes in the district as follows:
30 and above number of classes     -   5 candidates
20-29 number of classes            -   4 candidates
11-19 number of classes            -   3 candidates
10 and below number of classes     -   2 candidates
The district supervisor shall sign the certification of willingness to be accelerated should they pass the Acceleration Tests.  (See Inclosure No. 2)

d. The Division Selection Committee shall conduct further screening of the candidates from the district.  To be included also in the screening are the three (3) candidates each from Grade IV and V from the state colleges and universities and from special education classes if there are any in the division.

The Division Selection Committee shall administer the Division Achievement Tests on the different subject areas covered by the Acceleration Tests.

Based on their scores all candidates shall be ranked from highest to lowest.  Only those belonging to the upper 25% in the division tests shall qualify to take the national acceleration tests.
2. The final report of the result of division screening shall include the names of all those who underwent the division screening, their scores ranked from highest to lowest, specifying those who qualified, that is those belonging to the upper 25%.

3. This report shall be transmitted to the regional director, who shall transmit the same, by test centers, duly certified, to the National Educational Testing and Research Center (NETRC) by September 14, 1998.  This report is urgently needed by NETRC on the specified date determine the number of examiners to be assigned to each testing center and the number of answer sheets and test booklets to be prepared for said centers.

4. List of examinees and/or additional examinees submitted to the ALPES examiner on the date of examination shall not be honored.  Therefore, if the NETRC-DECS does not receive the final report as described in No. 3 above, test administration in the Center shall be cancelled.

Strict compliance with above screening procedure is expected.

5. The candidates copy of certification of willingness to be accelerated should they pass the acceleration tests signed by them, attested by their parents/guardians, duly certified by school principal, district supervisor and the schools superintendent or his representative (See Inclosure No. 2 Sample Certification Form) as their as admission slip to the national acceleration tests. Another copy of the certification shall be filed in the test center by the division ALPES coordinator for record purposes.  The ALPES examiner shall check the names on the certification against the list submitted by the region.

6. Test administration in Grade IV and V in the different test centers will be scheduled as follows:
