IMPLEMENTING GUIDELINES ON MEMBERSHIP REGISTRATION AND PREMIUM PAYMENTS UNDER THE OVERSEAS WORKERS PROGRAM (OWP) OF PHILHEALTH



Pursuant to Executive Order No. 182 as amended, the Medicare Program for Overseas Workers formerly managed by the Overseas Workers Welfare Administration (OWWA) shall now be administered by the Philippine Health Insurance Corporation (PhilHealth).

Please be advised that PhilHealth shall assume the Medicare functions of OWWA effective 1 March 2005. Henceforth, all applications for membership registration shall be filed with any of the following offices:

  • PhilHealth Central Office at 11th Flr., City State Centre, Shaw Blvd., Pasig City
  • OWP Operations Center at POEA, Ortigas Ave., cor. Edsa, Mandaluyong City
  • OWP Service desk at OWWA, 2nd Flr., OWWA Center, 7th St., cor. F.B. Harrison St., Pasay City
  • OWP Service desks at all OWWA Regional Offices
  • OWWA posts abroad

These offices/service desks shall be responsible in receiving and processing of initial registration as well as renewals.

Overseas workers shall be required to submit two (2) copies of duly accomplished M1b Form together with clear copies of corresponding supporting documents when declaring dependents to the said service desk. These M1b forms are available in any of the named offices above.

Premium payments of P900 for one year coverage can be made at any of the abovementioned offices. Overseas workers who are on site may pay the equivalent currency of their premium in their place of employment or request a family member in the Philippines to pay in their behalf.
