COMPLIANCE WITH THE GUIDELINES ON SENIOR CITIZENS DISCOUNTED FARES AND SPECIAL STUDENT FARE
Attached herewith for your information and guidance are the following issuances:
1. Memorandum Circular No. 93-182 dated 05 August 1993 on the grant to senior citizens of 20% fare discount on all public land transportation facilities, as well as LTFRB Memorandum Circular No. 93-007 dated 20 April 1993 setting forth the implementing rules and regulations thereon and precribing the fines and penalties for the violation thereof, and
2. Memorandum Circular No. 86-008 dated 03 June 1986 which prescribes the guidelines on the grant of special fare to students, including the fines and penalties imposed on the violators thereof.
In affirmation of the government s concern for the welfare of the less privileged members of our society, you are hereby enjoined to strictly implement the provisions of Memorandum Circulars No. 93-182 and No. 86-008, preferably in coordination with the concerned officials of the Office for Senior Citizens Affairs (OSCA) and Department of Education, Culture and Sports in your respective areas of responsibility.

Memorandum Circular No. 93-182
Discounted Fares for Elderly/Senior Citizens
Republic Act No. 7432 entitled AN ACT TO MAXIMIZE THE CONTRIBUTION OF SENIOR CITIZENS TO NATION BUILDING, GRANT BENEFITS AND SPECIAL PRIVILEGES AND OTHER PURPOSES, grants senior citizens a 20% fare discount on all public land transport facilities. The law defines senior citizen as resident citizen of the Philippines, at least 60 years old who have retired from both private and government offices and has an income of not more than P 60,000 per annum. To be entitled to a discount, the beneficiary shall present SENIOR CITIZEN CARD signed by the Mayor of the senior citizen s locality, the Department of Social Welfare and Development (DSWD) and the Secretary of the Interior and Local Government (DILG).
The Land Transportation Franchising and Regulatory Board issued the enclosed Memorandum Circular No. 93-007* dated 30 April 1993 on the rules and regulations prescribing the fines and penalties for the violations thereof.
You are hereby instructed to enforce and monitor the compliance of the implementing regulations and to disseminate this issuance the widest circulation to all concerned.
