CROSS-BORDER MOBILITY OF OVERSEAS FILIPINO WORKERS TO IRAQ



In the light of the recent abduction of another Filipino worker by armed men in Iraq, the Administration reiterates its 13 July 2004 memorandum to all licensed recruitment agencies and their foreign employers directing them to strictly comply with the terms of the verified contract, particularly the indicated worksite or place of work, and to desist from deploying Filipinos to Iraq who are hired to work in a specific country but whose skills or nature of work may require them to cross the Iraq border as part of their job, or to desist from deploying directly to Iraq using other modes of travel with the end in view of circumventing the ban.

Recruitment agencies and their employers who will continue to defy the deployment ban to Iraq will not only be administratively sanctioned but will also be criminally charged by the Philippine government.
