Office Order No. 1 provides among others that: "Public officers shall be at their desks, except for 15-minute breaks 10:00 - 10:15 a.m. and at 3:45 - 4:00 p.m. Do not loiter in other areas, including the canteen".

The Civil Security Force shall see to it that all employees comply with this order.  Anybody found loitering, most especially in the lobby area, shall be promptly investigated and if necessary, disciplined with administrative penalties.
