Aliens who which to obtain documentation within the same working day that it is filed shall be charged an overtime fee of Two Hundred Fifty Pesos per person.

Documentation with this fee shall be processed in an " Express Lane" and submitted immediately to the Commissioner.  The two division chiefs concerned shall give proper instructions to personnel who shall be involved in " Express Lane" service.

The two division chiefs concerned shall immediately cause notices to be published on the ground floor.  The Express Lane service with payment of overtime fee shall start on 1 February 1988.

The overtime fees shall constitute a general fund, to be divided at the end of the month among the participating personnel, and to be used for purchase of necessary equipment.  It is meant to eliminate delay and extortion of bribery.
