PROVIDING INTERIM ARRANGEMENT IN THE IMPLEMENTATION OF APPROVED EDUCATION AND TRAINING UNDER PARAGRAPH 2.3 OF REGULATION III/1 OF THE 1978 STCW CONVENTION, AS AMENDED



WHEREAS, paragraph 2.3 of Regulation III/1 of the Convention provides that every candidate for certification as officer-in-charge of an engineering watch in a manned engine-room or designated duty engineer officer in a periodically unmanned engine-room on a seagoing ship powered by main propulsion machinery of 750 kW propulsion power or more shall have completed an approved education and training of at least 30 months which includes on-board training documented in an approved record book and meet the standard of competence specified in Section A-III/1 of the STCW Code.

WHEREAS, the approved education and training required under the above-mentioned provision of the Convention is the four-year course in Bachelor of Science in Marine Engineering (BS MarE) issued by the Commission on Higher Education which commenced on 01 June 1998;

WHEREAS, before the commencement of the BS MarE course on 01 June 1998, a large number of Cadets have been enrolled and graduated in the marine engineering course prescribed in accordance with the provisions of the Convention which apply prior to 01 February 1997.

WHEREAS, in the spirit of equity and fairness, in conformity with Article IX of the Convention, those who have been enrolled and graduated in the prescribed course before 01 June 1998 should be given a chance to qualify under the 1978 STCW as amended, provided that the candidate undertakes the additional training required.

NOW, THEREFORE, in consideration of the above premises and in accordance with the authority of the Maritime Training Council under Section 1 of Executive Order No. 242 dated 12 May 2000 hereby directs the Professional Regulation Commission to establish the appropriate interim arrangement to comply with Paragraph 2.3 of Regulation III/1 which shall enable candidates to qualify for certification under such Regulation taking into account the relevant provisions of Article IX of the 1978 STCW Convention, as amended.

PROVIDED that after 01 February 2004, this interim arrangement shall cease to apply and only those who have complied with the above education and training which commenced 01 August 1998 shall be considered.
