REQUIRING THE PROFESSIONAL REGULATORY BOARDS AND THE CORRESPONDING ACCREDITED PROFESSIONAL ORGANIZATIONS WHICH JOINTLY HOLD THE OATH-TAKING CEREMONIES OF SUCCESSFUL EXAMINEES IN PROFESSIONAL LICENSURE EXAMINATIONS TO RENDER A REPORT IN CONNECTION THEREWITH
WHEREAS, in Resolution No. 93-268 promulgated on April 19, 1993, the Professional Regulation Commission has assigned the task of administering and conducting the mass oath-taking of new professionals to the Professional Regulatory Board concerned in coordination with the Accredited Professional Organization of the profession so that the oath-taking of the said professionals as new members of their Accredited Professional Organization shall be held in the same program to save time, effort and money on the part of the participants as well as to promote unity, harmony and cooperation between and among the Professional Regulation Commission, the Professional Regulatory Boards and the Accredited Professional Organizations.
WHEREAS, the Resolution, however, did not require the Professional Regulatory Boards and the Accredited Professional Organizations which jointly administer mass oath-taking ceremonies to render a report on the activity including an accounting of the expenses made out of the voluntary contributions of the participants which shall be receipted for by the receiving Accredited Professional Organizations for the holding of the mass oath-taking.
WHEREAS, it is but just and reasonable to require the Professional Regulatory Boards and the Accredited Professional Organizations to render such report and to make an accounting of the voluntary contributions of the oath-takers to provide transparency in the administration and conduct of the mass oath-taking of new professionals.
WHEREFORE, the Commission RESOLVED as it hereby RESOLVES to require the Professional Regulatory Boards and the Accredited Professional Organization which jointly administered and conducted the mass oath-taking of successful examinees in professional licensure examinations as new professionals and as new members of the Accredited Professional Organizations to render a report on the oath-taking ceremony and to make an accounting of the voluntary contributions of the participants for the holding of the mass oath-taking.
The report which should include a statement on the voluntary contributions received and expenses incurred in connection with the oath-taking ceremony shall be signed jointly by the Chairperson or, in his absence, a member of the Professional Regulatory Board and the President or in his absence, the Secretary of the Accredited Professional Organization which shall be submitted to the Office of the Chairman, Professional Regulation Commission, not later than thirty (30) days from the holding of the mass oath-taking.
Let copies of this Resolution be given to all Accredited Professional Organizations, all schools and universities, public and private, offering courses for licensure examination for dissemination to their respective graduates who pass licensure examinations.
This Resolution shall take effect after fifteen days from its publication in the Official Gazette or in a newspaper of general circulation, whichever comes first.
