1.0 This has reference to Circular Letter No. 2003-04 dated March 28, 2003 alerting local government units (LGUs) of a fake Notice of Cash Allocation (NCA) No. 121417 dated January 22, 2003 in the amount of P3.0 Billion allegedly chargeable against the CY 2001 Local Government Service Equalization Fund (LGSEF).

2.0 This Department is AGAIN bringing to your attention the circulation of another fake Notice of Cash Allocation bearing No. 121253-6 dated March 11, 2003 (copy attached) also amounting to P3.0 Billion (copy attached).

3.0 The DBM vehemently DISCLAIMS the issuance of the aforementioned NCA of P3.0 Billion.

4.0 LGUs are warned that the said NCA may be used by unscrupulous people to claim payment or offer assistance in exchange for a fee for the release of funds from the DBM particularly the P3 Billion unreleased CY 2001 LGSEF. We therefore encourage all concerned to report the same immediately to the undersigned or to the DBM Director in your region for proper disposition.
