EXTENDING THE EFFECTIVITY OF GENERAL ADMINISTRATIVE ORDER NO. 1, S. 1990-1991 AS AMENDED BY GENERAL ADMINISTRATIVE ORDER NO. 2, S.1990-1991 TO CROP YEAR 1992-1993
Pursuant to SRA Board Resolution No. 82-92 approved July 23, 1992 extending the effectivity of General Administrative Order No. 1, Series of 1990-1991, dated March 6, 1991, as amended by General Administrative Order No. 2 dated September 10, 1991 and by virtue of the powers vested in the Sugar Regulatory Administration, it is hereby ordered that:
SECTION 1. Section 2 of General Administrative Order No. 1, is hereby amended to read as follows:
SECTION 3. This Order to extend the effectivity of General Administrative Order no. 1, Series of 1990-1991 dated March 6, 1991, as amended, shall take effect September 1, 1992.

Service Charges and Laboratory
Analysis Fees, etc. in the Sugar
Regulatory Administration
Pursuant to memorandum Circular No. 121 dated November 2, 1990 of the Office of the President and by virtue of the powers vested in the Sugar Regulatory Administration, it is hereby ordered that:
SECTION 1. The following service charges, laboratory analysis fees, subscriptions, sales of HYV cane points, etc. shall be imposed and collected.
Service/Fees-Charges
SECTION 3. All other charges, fees and licenses currently being charged and collected and not covered by this Order shall continue to be collected until further orders.
SECTION 4. This Order shall take effect after fifteen (15) days following the completion of its publication once a week for two consecutive weeks in two newspapers of general circulation in the Philippines.

For the information and guidance of all concerned, we are publishing Items 1 to 8 of General Administrative Order No. 1 dated March 6, 1991 the implementation and enforcement of which are entrusted to the Production Control and Regulation Office
Service/Fees-Charges
1. Registration/Renewal fee for sugar or molasses trader - P1,000 per application
2. Registration fee for muscovado converter - P500 per application
3. Clearance fee for export molasses - P0.50 per mt.
4. Clearance fee for export of sugar to the United States - P8 per mt.
5. Fee for swapping/exchange of class of sugar:
(a) Regular swapping - P0.25 per Lkg.
(b) Advance swapping - P0.50 per Lkg.
6. Processing fee:
(a) From raw to refined sugar - P1 per Lkg. refined sugar
(b) From raw to washed, improved - P0.50 per Lkg. raw, blanco directo, etc.-washed, etc
7. Issuance of stop/lift orders (for lost quedans) - P200 per application plus P0.01 per kilo sugar covered by lost quedan(s)
8. Sugar shipping permits:
SECTION 2. Payment of Processing Fee - Payments of the processing fee on refined sugar, washed, improved raw, blanco directo, etc., shall be collected by the Mill District Regulation Officer/Regulation Assistant assigned to each sugar refinery or sugar mill on its reported production of such sugar every Tuesday following each week ending. All checks in payment of the processing fee shall be addressed to the Sugar Regulatory Administration. The official receipts acknowledging receipt of such payment shall be issued by SRA Head Office or the regional office in Bacolod City.
SECTION 3. Effectivity - All service fees and charges on items 1 to 5, 7 and shall take effect beginning May 29, 1991. The processing fee on all sugar under item number 6 shall be collected on production starting June 3, 1991 and on every week ending thereafter.

"SECTION 2. Service charges and fees under this order shall be collected on sugar balances of previous crop years including 1991-1992 and sugar produced during Crop Year 1992-1993."SECTION 2. Circular Letter No. 41, Series of 1990-1991 dated May 28,1991 enumerating the charges and fees and the manner and form of payment of such charges and fees shall continue to be enforced.
SECTION 3. This Order to extend the effectivity of General Administrative Order no. 1, Series of 1990-1991 dated March 6, 1991, as amended, shall take effect September 1, 1992.
