[ BFD CIRCULAR NO. 6, s. 1998, October 13, 1998 ]

FICTITIOUS, OR IMPOSTORS FOOD AND DRUG REGULATION OFFICERS (FDROS)

In the course of inspections by some BFAD FDROs, information has been found and verified that there are impostors or fictitious FDROs who are conducting inspections and soliciting cash or in kind from the establishments inspected.

FDROs have not been authorized to either solicit contributions in cash or in kind; neither have they been authorized to receive any payment for fees due to the government from the regulated establishments they are inspecting. Furthermore, they are carrying with them proper identification cards and authority to inspect signed by the BFAD Director or the DOH Regional Director of DOH Regional Field Offices where the establishments may be located.

Therefore, you are hereby advised to ask from the inspecting FDROs to present their respective identification cards and authority to conduct inspection in the area where your establishment is located. You are likewise, warned not to lend any cash or in kind to inspectors in whatever guise, inasmuch as such conduct is a criminal and punishable act of corruption of public officers.

In case you are in doubt of the personality of the person conducting the inspection, you may call the Bureau of Food and Drugs, or the DOH Regional Field Office where your establishment is located.
