[ LTFRB MEMORANDUM CIRCULAR NO. 2004-003, February 24, 2004 ]
TYPES OF SERVICES OPEN FOR NEW APPLICATION/PETITION FOR THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE
The Board has issued Memorandum Circular 2003-028 suspending the acceptance of new Applications for the Issuance of a Certificate of Public Convenience to conduct documentation on the Route Rationalization Program and to ensure integrity and consistency of data recording thereof.
After three months of the said suspension, the Board, finding validity on the request of transport operators to accept new Applications for certain types of services, has decided to accept Applications for the following services:
In addition, all holders of Certificates of Public Convenience, operating in Manila Domestic Airport and Ninoy Aquino International Airport after consultation with them, are hereby ordered to convert their Certificates to Tourist Transport Service under those denominations mentioned in Memorandum Circular No. 2003-001, without need of further securing an Indorsement from the Department of Tourism and a Concessionaire Agreement from the Manila International Airport Authority. Fare charges shall be determined by the Board in consultation with the Airport Authority.
This Memorandum Circular supersedes any and all issuances inconsistent herewith.
This Circular shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation or the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.

- Shuttle Service
A Contract of Shuttle Service between the company and the applicant must be attached to the Application, including DTI Registration, in case of individual, and SEC Certificate of Incorporation in case a corporation; and contact number of its contact person, and the units to be applied must be a bus or buses.
- Tourist Airconditioned PUJ Service
This type of service is an experimental service for purposes of tourism. The route of service shall be limited to any tourist spot within Metro Manila.
The Board shall only grant five (5) units to operate this service.
