IMPLEMENTING GUIDELINES OF DEPARTMENT ORDER NO. 2004-13, DATED 17 MARCH 2004
Implementing Guidelines for the extension of validity of expired Certificates of Public Convenience (CPC's) to operate PUJ and Taxi Services for the years 01 January 1997 to 31 December 2004, limiting to two (2) units per case number, and the penalty imposed thereof, pursuant to Department Order No. 2004-13, darted 17 March 2004, issued by Hon. Leandro R. Mendoza, Secretary of the Department of Transportation and Communications.
Accordingly, operators with expired CP's may now file their Petitions/Applications for Extension of Validity with the following conditions:
Operators who may want to avail of this privilege are given until 31 December 2004 to file their Petitions/Applications. The original Case Number shall be retained to avoid confusion.
Any and all issuances inconsistent herewith are hereby modified and/or superseded.
This Memorandum Circular shall take effect immediately upon the effectivity of Department Order No. 2004-13.

Accordingly, operators with expired CP's may now file their Petitions/Applications for Extension of Validity with the following conditions:
1. Only a holder of expired CPC as of 01 January 1997 shall be allowed to file their Petitions/Applications;
2. Only two (2) units per Case Number shall be allowed to be extended, regardless of the number of authorized units contained therein;
3. Petitions/Applications for Extension of Validity with Dropping and Substitution shall not be accepted. Franchise should first be renewed before accepting application/petition for dropping and substitution; and
4. A penalty in the amount of PhP 500.00 per unit per month shall be paid in addition to the usual assessment charges by the Technical Evaluation Division;
