ADOPTING A COURSE CURRICULUM FOR THE TRAINING OF SHIP'S SECURITY OFFICERS (SSO) AS PROVIDED UNDER THE INTERNATIONAL SHIPS AND PORT FACILITY (ISPS) CODE



WHEREAS, the International Ships Port Facility (ISPS) Code, among others, requires that a Ship Security Officer (SSO) shall be designated on each ship covered under the new SOLAS Chapter XI-2 (Special Measures to Enhance Maritime Security).

WHEREAS, the duties and responsibilities of the Ship Security Officer as specified in the ISPS Code requires that he should have appropriate training to be able to perform those duties and responsibilities efficiently.

WHEREAS, there is no existing training program that could address the needs of the seafarers who may be designated as SSO, given that the ISPS Code entered into force on 1 July 2004;

WHEREAS, taking into account the number of Filipino seafarers who maybe designated as SSO on board ships, it is imperative that a training program, which shall be acceptable to all Administrations implementing the SOLAS Convention, be formulated;

WHEREAS, the MTC Secretariat in close coordination with the maritime industry took the lead in formulating and developing training curriculum for SSO in accordance with the provisions and requirements of the ISPS Code;

WHEREAS, the said training curriculum for Ship Security Officer (SSO) has been pilot tested and the maritime industry is endorsing the same as the curriculum in the training of Filipino seafarers as requirement for such position.

WHEREFORE, the COUNCIL RESOLVES as it is hereby resolve that:

  1.  The attached course for Ship Security Officer (SSO), as developed in close coordination with the maritime industry is adopted as the approved program in the training of Filipino seafarers.

  2. The said course shall be continuously reviewed and updated vis- -vis the current changes and development in the training of Ship Security Officer.
