DEPLOYMENT OF HOUSEHOLD WORKERS TO KUWAIT AND SAUDI ARABIA
Further to the rationalization of the deployment of household workers, the deployment of said workers to Kuwait and Saudi Arabia is hereby opened to all qualified sectors effective September 12, 1997.
However, to ensure maximum protection of disadvantaged and vulnerable skills as mandated by Republic Act 8042, otherwise known as the Migrant Workers and Overseas Filipino Act of 1996, household workers possessing the required skills and training shall be allowed to leave for overseas employment only after adequate welfare and protective mechanisms are in place resulting from multilateral or bilateral agreements and arrangements with host countries.
To facilitate operational compliance, the concerned offices, POEA and OWWA, are hereby directed to jointly prepare the implementing guidelines (requirements and procedures) not later than fifteen (15) days from issuance hereof.
