SYSTEM OF PLATES ISSUANCE
It has come to the attention of this Office that a good number of new motor vehicles ply the highways without motor vehicle plates. Too many complaints have been received regarding this matter. Our own eyes could attest to this situation obtaining on our roads.
Sometimes, due to unavoidable constraints, such as logistics and breakdowns of our plate-making equipment, such circumstances occur. Oftentimes, however, the lack of motor vehicle plates is only artificial. District Offices assign/pre-assign plates with particular ending digits indiscriminately or rather too discriminately, so that there are not enough of a particular digit to service the demand. The end result does not speak well of the District Officers kind of management.
Specifically, Circular No. 82-028 requires that permanent plates, tags, validating stickers and temporary plates shall be issued strictly in numerical sequence. In view thereof, it is hereby reiterated and required that plates, tags and validating stickers be issued in numerical sequence. Likewise, pre-assignment of plates must follow the numerical sequence, before registration fees are computed and collected.
