[ MMDA RESOLUTION NO. 10, May 09, 1996 ]
FURTHER INDORSING FOR PRESIDENTIAL APPROVAL THE IMPLEMENTING RULES AND REGULATIONS (IRR) OF RA 7924
WHEREAS, Republic Act No. 7924 created the Metropolitan Manila Development Authority (MMDA) as a special development and administrative region comprising the eight cities and nine municipalities under the direct supervision of the President of the Philippines replacing the Metropolitan Manila Authority;
WHEREAS, RA 7924 invests the Metropolitan Manila Development Authority with responsibilities of effective delivery of metrowide services in Metropolitan Manila;
WHEREAS, there is a need to formulate the Implementing Rules and Regulations of RA 7924 in order to clarify its provisions and harmonize it with other existing laws, rules and regulations, as well as to effect the orderly transfer of powers and functions, officials and employees, assets and liabilities including changes in organizational structure, expanded jurisdiction, policy directions and programs;
WHEREAS, in view of the urgency to fully operationalize the MMDA, and to enable the MMDA to have a certain amount of flexibility in implementing RA 7924, the Metro Manila Council (Council) in session duly assembled, and after due deliberations agreed to adopt the IRR as recommended by Cluster F;
NOW, THEREFORE, be it resolved, as it is hereby resolved by the Council, pursuant to Section 6 of RA 7924 that the Council hereby further endorses for presidential approval the Implementing Rules and Regulation of RA 7924 as recommended by Cluster F which is more advantageous to the MMDA.
This Resolution shall take effect upon approval.
