AMENDMENTS TO THE RACING RULES
Please be informed that the Philracom Board, in its meeting held on March 22, 2002, after due deliberation, resolved to approve the following amendments to the Horseracing Rules and Regulations.
1. SECTION 8.3.0 - Public Announcement of Suspension. - Public announcement of suspension or other penalties shall be made by the Board of Stewards, through the public address system, as well as the television and radio coverages.
Any incident or suspension meted to a horse or a jockey considered as 1st, 2nd, 3rd or 4th favorite in the race must be properly announced to the betting public.
2. SECTION 20 - Racing Days. - Subject to existing laws or decrees and in accordance with the calendar of races for a year, previously approved by the PHILRACOM, a person, racing club, or other entities duly licensed by the PHILRACOM may hold races on days authorized by the PHILRACOM.
3. SECTION 21.0 - Eligibility of Entries. - Horses, in order to be eligible as entries:
a. Must be two (2) years old based from Northern Hemisphere breeding;
4. SECTION 21.2 - IMPORTED HORSES. - Imported horses may be allowed by PHILRACOM to participate in races held in the Philippines on the following conditions:
a. Only imported horses who are four (4) years old and below shall be allowed;
b. Must satisfy the conditions stated in the above SECTION 21.0 b, c, d, & e;
c. Shall only be allowed to run for a period of not more than three (3) years from its first official race in the Philippines.
5. DELETION OF THIRD PARAGRAPH - SECTION 21.3 - Every Horse in a Race -
If a horse shall be found unruly, the veterinarian/starter on duty shall forthwith give his report and recommendation, and every assistance shall be given that horse to start the race. However, that horse shall be suspended in accordance with existing rules and shall not be allowed to run in another race until the PHILRACOM has determined that the horse, after proper schooling is fit to run again.
6. REWORDING OF SECTION 25.2 - REQUEST FOR LAST TO ENTER THE STARTING GATE SHALL NOT BE ALLOWED.
7. SECTION 27. - DECLARATION. - The declaration of participating horses shall be signed by the owners, trainers and jockeys or their designated representative to be delivered to the Racing Manager of the club concerned at the following time:
a. Every declaration day as authorized by the PHILRACOM from 8.00 a.m. to 5:00 p.m.;
b. For holidays and other authorized races, on the day and at the time fixed by the Racing Club concerned in the presence of the trainer and jockey concerned or their authorized representative.
8. SECTION 28.0 ERRONEOUS WEIGHT IN THE RACING PROGRAM. - If the handicap weight assigned to the horse is erroneously stated in the racing program, the assigned weight shall be posted by the Racing Manager on bulletin boards visible to the public and announced through the public address system, including the radio and television coverage before the race concerned.
9. SECTION 29. - PARADE AND START OF THE RACE. - Upon signal by the Board of Stewards, the horses shall be mounted simultaneously by their respective jockeys, leave the saddling enclosure or paddock, and parade in numerical order before the judges stand on the way to the starting apparatus. A horse may be allowed not to be mounted during the parade at the discretion of the Board of Stewards when the circumstances warrant but however, be penalized in accordance with Section 45.0 A. Immediately thereafter, the gates shall be closed and the horses shall enter their assigned places without delay. A distinctive marker posted thirty (30) meters away from the starting apparatus shall indicate the boundary beyond which the participating horses cannot cross before the start of the race.
10. DELETION ON THE PROVISIONS OF SECTION 31. - FORMS OF BETTING.
11. SECTION 33. NUMBER OF HORSES IN A RACE. - In case there are only two (2) horses in a race, the race will be cancelled.
12. SECTION 36.2 - PROCEDURE FOR SAMPLES. - Two (2) sampling containers per selected horse shall be taken before or after the race by the authorized personnel. The samples will then be sealed and countersigned by and in the presence of the representatives of the Racing Clubs, owner, trainer, or their duly-licensed representative. Failure on the part of the horseowner and/or trainer to be present or to designate an official and licensed representative in writing, shall be taken as a waiver of the right to be present.
13. SECTION 42 - ACTS AND/OR OMISSIONS BY JOCKEYS. - SECTION 42.0 - BEFORE THE RACE:
k. for failure to report for medical check up before the first race and before the second half of the scheduled raceday if he has a horse to ride, shall be penalized as follows:

14. SECTION 42.2 AFTER THE RACE:
e. for having less than the assigned weight after using the allowable weight allowance, having finished first, by a suspension of one (1) year;

1. The following penalties shall be imposed, for carrying more than the assigned weight including the allowable weight allowance, unless such excess weight has been caused by rain or mud, having finished first, second, third or placers of exotic bets:
1 1.5 kgs. |

more than 2 kgs. |
by a suspension of twenty six (26) racing weeks; |
SECTION 42.3 MISCELLANEOUS:
k. for committing an act contrary to good, fair and just racing conduct, unethical conduct, which is not covered or penalized under the existing rules of racing shall suffer a suspension of two (2) racing weeks.
15. SECTION 43 - OTHER GROUNDS FOR DISQUALIFICATION. - In addition to other grounds for disqualification in these rules, a horse shall be disqualified if it or its jockey adversely affects the "CHANCE OF SUCCESS" of any other horse in a race:
A. 1. A horse which crosses or weaves in front of another or which by overt act threatens or intimidates so as to impede it, is disqualified, unless the impeded horse was partly or wholly at fault or the crossing or weaving was wholly caused by the fault of some horse or jockey.
2. If a horse of jockey jostles, or threatens by overt act to jostle another horse, the aggressor is disqualified, unless the impeded horse or its jockey was partly or wholly at fault or the jostle was wholly caused by the fault of some horse or jockey. To jostle is to bump another horse during the race.
3. If a jockey strikes, pushes, holds or otherwise detains another horse or jockey, or rides in such a manner as to prejudice another horse or jockey which is no way at fault or so as to cause another horse to do so, or performs any of the aforementioned acts so as to interfere with any other horse s chance of success, his horse is disqualified.
4. A horse if it or its jockey causes the unseating of its rider shall automatically be disqualified.
16. SECTION 44. ACTS AND/OR OMISSIONS BY HORSE OWNERS OR TRAINERS -
q. for failure to appear before the Board of Stewards, or for not being present in the racetrack, if he has a horse participating in the races despite three (3) summons, by a fine of FIVE HUNDRED PESOS (P 500.00);
17. SECTION 45. PENALTIES FOR RACE HORSES:
SECTION 45.0. VICIOUS HORSES - A horse is considered "vicious" if it acts or behaves as described in Sections 45.0.A, 45.0.B, 45.0.C, 45.0.D, and 45.0.E.
45.0.A Horses that are unruly, refused to be saddled while in the saddling paddock and refused to be mounted during the parade, shall be penalized as follows:

All horses participating in a race must be mounted by its respective jockeys during the parade to the starting gate. A jockey may be allowed to dismount a horse only while entering the stall.
45.0.B Does not leave the starting gate (refused to run) within two (2) seconds or more, therefore, compromising or diminishing its CHANCE OF SUCCESS shall be penalized as follows:

There will be no penalty for any late starter if the horse wins the race.
45.0.C Horses which are unmanageable, uncontrollable, hostile while entering or inside the starting gate within a period of three (3) minutes and/or behaves in any way that is analogous to the foregoing, as determined by the Board of Stewards, shall be penalized as follows:

However, horses that refuse to enter the starting gate, after an additional two (2) minutes time, shall automatically be scratched.
45.0.D Comes out of the starting gate but uncontrollably swerves (veers in or out), refuses or stops running, turns around and/or behaves in any way that is analogous to the foregoing, as determined by the Board of Stewards.

45.0.E ALL VICIOUS HORSES are required to run in the barrier trials for vicious horses and must satisfy the following criteria in order to pass and be eligible to participate in a regular race:
1. Must pass the required barrier trial time; and
2. Must not act or behave in any way analogous as described in the above Sections 45.0.A, 45.0.B, 45.0.C, 45.0.D, and 45.0.F.
3. Must be certified by an authorized Club Starter, and concurred by a PHILRACOM representative
45.0.G NOVATO HORSES - Novato horses that act or behave as described in the above Sections 45.0.A, 45.0.B, 45.0.C, 45.0.D, and 45.0.F, will be prohibited from participating in the Novato races even if they meet the required passing time until it is re-trained and found fit to race as certified by an authorized Club Starter, concurred by a PHILRACOM representative.
Novato horses, to be eligible to participate in the regular barrier trial for Novato horses, must pass a pre-novato trial race as certified by an authorized Club Starter, concurred by a PHILRACOM Representative, scheduled on a non-racing day by any of the Racing Clubs.
18. SECTION 45.2 - HORSE WHO SUFFERED FROM EPISTAXIS (NOSE BLEEDING) DURING THE RACE

A REGULAR RACE will mean any race where betting is allowed.
19. SECTION 45.7 - HORSES WHICH ARE FOUND TO BE SUFFERING FROM LAMENESS after the race shall be given the following suspensions: (1-23-01)

This rule shall take effect immediately.
