TEMPORARY SUSPENSION OF CIRCULAR NOS. 92-28, 92-28-A, AND 92-28-B DATED 29 MAY 1992



In view of the most recent issuance by the Supreme Court of G.R. No. 105371 dated 02 June, 1992 ordering the Philippine Postal Corporation (formerly the Postal Services Office), its duly authorized representatives, agents or other persons acting for and in its behalf, to cease and desist from enforcing and implementing R.A. No. 7354 and PSO Circular No. 92-28 and to maintain the status quo, i.e., the conditions existing prior to 03 June, 1992 shall prevail, the implementation of PSO Circular Nos. 92-28, 92-28-A and 92-28-B is hereby TEMPORARILY SUSPENDED.

Consequently, all Postmasters are hereby directed to continue to accept the mails of all government offices/agencies and other entities affected by the provisions on franking privileges as per R.A. No. 7354 following the same policies and procedures as existing prior to 03 June, 1992, until further advice is received from this office.  Furthermore and as required by law, monitoring of the use of these franking privileges by all offices/agencies and parties granted such privileges shall nonetheless continue, following the standard Statement of Mailing* as attached hereto.

All Regional Directors, Chief Postal Service Officers, Postmasters and other supervisory officials shall immediately disseminate this information to all regional and local offices of said agencies/entities affected by the provisions of R.A. No. 7354 on franking privileges.
