IMPLEMENTING RULES AND REGULATIONS IN THE INSPECTION AND REGISTRATION OF AUTO-LPG MOTOR VEHICLES



Pursuant to the provisions of the following laws, rules, and regulations specifically:

*      Section 4(d) par.1 of the Republic Act 4136 otherwise known as the Land Transportation and Traffic Code;

*      Section 1 of B.P. Blg. 74 amending certain provisions of R.A. 4136;

*      Republic Act 8749 or œThe Philippine Clean Air Act of 1999  and its implementing rules, regulations namely:

˜     DENR DAO No. 51
˜     DENR DAO No. 2000-81
˜     DENR DAO No. 2007-27

*      DTI DAO No. 01: 1997 œRevised Rules and Regulation Concerning the Philippine Standard (PS) Quality and/or Safety Certification Mark Scheme; œ and

*      DTI-BPS PNS 05 or the Standard Code of Practice for the use of Liquefied Petroleum Gas (LPG) on internal combustion engine

The following implementing rules and regulations in the inspection and registration of auto-LPG motor vehicles are hereby promulgated.

A.   Coverage

These implementing rules and regulations shall cover all motor vehicles that are fueled solely or alternately by Liquefied Petroleum Gas (LPG) or auto-LPG.

B.   Installation

The device for the use of LPG as fuel by any motor vehicle shall be installed only by the conversion/installing shop duly certified by the Bureau of Product and Standards (BPS) of the DTI under its Philippine Standards Certification Mark (PS Mark) scheme. The shop shall install the device in accordance with the specifications provided for under the Standard Code of Practice for the use of LPG (PNS 05: 1983) and its future revisions and amendments.

The converted vehicle shall be subjected to an annual maintenance and inspection by the BPS certified conversion/installing shop. The BPS certified conversion/installing shop shall issue a corresponding Certificate of Inspection and Maintenance Compliance (CIMC).

Any auto-LPG fuel device installed in the motor vehicle shall be guaranteed by the conversion shop and shall be stipulated in the Certificate of Conversion/Installation against faulty defects. Any accident that may arise as a result of the conversion/installation defects shall be the accountability of the conversion/installing shop.

C.  Inspection of auto-LPG

1. The motor vehicle inspector shall, among others, shall see to it that:

  • the fill valve is located outside the vehicle compartment and isolated from the auto-LPG container;

  • an appropriate sticker marked œLPG  is posted on the fill valve cover, for each unit installed, and on the upper-left corner of the vehicle ™s windshield. The sticker posted on the windshield, aside from the œLPG  marking, should also bear a warning message that says œnot allowed to park on an enclosed parking space ; and

  • the conversion shop concerned had officially affixed the PS MARK as per the implementing guidelines of PNS 05: 1983 and its future revisions and amendments.

2. The motor vehicle inspector shall require from the auto-LPG motor vehicle registrant (for the first year only) the certified true copy of the Certificate of Conversion/Installation issued by the BPS certified conversion/installing shop.

3. The motor vehicle inspector shall require from the auto-LPG motor vehicle registrant (owner) the certified true copy of a Certificate of Inspection and Maintenance Compliance issued by a BPS certified conversion/installing shop.

4. The auto-LPG motor vehicle should pass the emission standards pursuant to DENR

For compression ignition engine, the opacity (naturally aspirated and turbo charged) measured as light absorption coefficient shall not be more than 2.51/m.

The test procedure for the measurement of exhaust emission for the in-use motor vehicles with spark ignition and compression ignition engine are described in annexes B and C of DENR DAO 2000-81.

D.  Registration of auto-LPG

1. No auto-LPG motor vehicle shall be accepted for registration if the conversion center that issued the Certification of Conversion/Installation or the Certificate of Inspection and Maintenance Compliance is not included in the list of certified conversion shops provided the DTI-BPS;

2. An auto-LPG motor vehicle when presented for registration shall, in addition to the Land Transportation Office (LTO) requirements, present the following documents:

a. For the first year only, Certificate of Conversion/Installation issued by the PS certified LPG conversion/installation. Said certificate shall include the following information:

  • Name of LPG Conversion/Installation Shop
  • Control number of the Certificate
  • Date issued (actual date of vehicle conversion)
  • Name of the owner of the converted vehicle
  • Description of the converted vehicle (make, model, plate number)
  • Standard warranty statement against faulty defects for a period of one (1) year from the date of conversion/installation
  • Signature of the duly authorized personnel of the LPG conversion/installation shop

b. For subsequent years, current Certificate of Inspection and Maintenance Compliance issued by the PS certified conversion/installation shop. Said certificate shall include the following information:

  • Name of LPG Conversion/Installation Shop
  • Control number of the Certificate
  • Date issued (actual date of vehicle inspection)
  • Name of the owner of the converted vehicle
  • Description of the vehicle (make, model, plate number)
  • Signature of the duly authorized personnel of the LPG Conversion/installation shop

3. The registration fees of an auto-LPG motor vehicle shall be pursuant to the provisions of R.A. 8794 also known as the œMotor Vehicle User ™s Charge (MVUC) Law. 

This implementing rules and regulations shall take effect after fifteen (15) days from its publication in a newspaper of general circulation.

All rules or regulations that are inconsistent herewith are hereby deemed superseded.
