It has come to the attention of the undersigned that registration of motorcycles with incomplete documents (such as the absence of Certificate of Stock Report from dealers) has been allowed and accepted by some LTO district heads/officers-in-charge. That practice is considered irregular and against the existing policy of this Office.

In view thereof, you are hereby directed to cease from effecting registration of motorcycles including all other motor vehicles that are not properly documented, and further directed to strictly adhere to the rules and regulations of this Office.

All concerned officials and employees who will be found violating this order shall be dealt with severely.
