[ LTO MEMORANDUM CIRCULAR NO. RIB-2007-896, November 04, 2007 ]
CLOSURE OF VARIOUS LTO STATIONARY AND NON-STATIONARY MOBILE UNITS
It has been observed and reported that there are LTO regions operating stationary mobile units particularly in Regions 9, 10 and CARAGA. Be informed that the operation of stationary mobile units is a gross violation of Memorandum dated 25 October 1999 on the Guidelines in the Creation and Operation of LTO Mobile Unit. The said operation causes irregularities in terms of LTO functions in the different LTO offices and in the implementation of the LTO-IT Project. You are further informed that operations of mobile units are not included in the rollout and implementation of the LTO-IT Project. Copy of Memorandum dated 25 October 1999 is hereto attached for your perusal and guidance.
With the implementation of the LTO-IT Project and with the assignment of the LTO E-Patrol, you are hereby directed to close the following named stationary mobile units as soon as possible and the personnel assigned thereat shall return to their respective LTO offices and assume full time duties and responsibilities:
All regions operating stationary and non-stationary mobile units are hereby directed to stop the operation of the same and make use of the E-Patrol following the guidelines set forth in Memorandum Circular No. 709-2006.
You are further directed to take full responsibility in the proper turnover of properties that were set up in the stationary and non-stationary mobile units.
Officials and employees found to be violating this memorandum circular shall be held administratively liable and shall be dealt with accordingly.
All orders/memoranda in conflict herewith are hereby deemed superseded.
