GUIDELINES IN THE PREPARATION OF AGENCY ESTIMATES OF LOCALLY-FUNDED PROJECTS
In consonance with the approved amendments to the Implementing Rules and Regulations of P.D. 1594 as of 14 April 1992, this Department shall publicly announce, through the advertisement (Invitation for Prequalification and Bidding) and in the Instructions to Bidders, the sum total of the Approved Agency Estimate (AAE) but not the unit prices, of locally-funded projects under the following guidelines:
1. Before advertising any project to be bid either in the Central Office or simultaneously with the Regional Office, the agency estimate shall, with the prior review by the Bureau of Construction, be submitted for approval by either the Undersecretary concerned or the Secretary, as the case may be, and, as approved, shall form part of the advertisement of the Invitation for Prequalification and Bidding as well as of the Instructions to Bidders.
2. For projects to be rid in the regional, district and city offices, the agency estimate shall first be approved by the concerned officials under their respective delegated authorities and made part of the advertisement of the Invitation for Prequalification and Bidding as well as of the corresponding Instructions to Bidders.
3. For projects to be advertised in newspapers of general circulation, through the Central PBAC Secretariat, the request for publication should be received by the PBAC Secretariat two (2) weeks before the first day of publication and in the specified form, together with a copy of the AAE and a certification from the implementing office that funds are available therefor.
4. On the bidding date and provided there are at least two (2) competing bidders, the AAE shall first be read and abstracted prior to the reading and abstracting of the bids of any tenderer.
All department orders, memoranda and circulars inconsistent herewith are hereby modified or revoked.
This Order shall take effect immediately.
