ENJOINING ALL CONCERNED AGENCIES TO IMPLEMENT A QUALITY STANDARD SYSTEM (QSS)



As the lead agency and deemed the Administration in the implementation of the 1978 STCW Convention, as amended, MARINA hereby enjoins all concerned agencies, viz., CHED, TESDA, PRC, and MTC to undertake the following:

1.    To implement a Quality Standard System (QSS);

2.    To provide the Administration a copy of the QSS to ensure continuous monitoring and the undertaking of periodic evaluation for subsequent reporting to the IMO Secretary-General; and

3.    To ensure non-governmental agencies under their authority to likewise implement a QSS in accordance with the provisions of the 1978 STCW Convention, as amended.

The above requirements are in compliance with Regulation 1/8 (Quality Standards) of the Convention which basically provides that each Party shall ensure that the training, assessment of competence, certification, endorsement and revalidation activities related to the implementation of the Convention are continuously monitored through a quality standard system (QSS) and that a periodic evaluation is undertaken by independent qualified persons.
