APPROVING AND ADOPTING THE RULES AND REGULATIONS IMPLEMENTING EXECUTIVE ORDER 113 OPERATIONALIZING THE METRO MANILA COUNCIL AS THE REGIONAL DEVELOPMENT COUNCIL FOR METROPOLITAN MANILA
WHEREAS, the RDC for Metro Manila is tasked to coordinate and unify the development programs and activities of all national government agencies; enhance the extensive and active participation and support of the private sector institutions and non-government organizations towards improving the service delivery at the regional level;
WHEREAS, there is a need to effect the necessary adjustments and changes in the functions of the Metro Manila Council, now as RDC for Metro Manila, and to clarify and explain the provisions of Executive Order No. 113 in order to achieve harmony or congruity with other existing laws, rules and regulations.
NOW THEREFORE, be it resolved, as it is hereby resolved, pursuant to Section 6 of R.A. 7924, that the Metro Manila Council hereby approves and adopts the following rules and regulations:
RULE I
General Provisions
SECTION 1. Title. - These Rules and Regulations shall be known, cited and referred to as the Rules and Regulations Implementing Executive Order No. 113, Operationalizing the Metro Manila Council as the Regional Development Council for Metropolitan Manila.
SECTION 2. Purpose. - These Rules and Regulations shall be promulgated to prescribe the guidelines and procedures for the implementation of E.O. 113 which took effect on July 17, 2002, in order to facilitate compliance therewith and achieve the herein State policy.
SECTION 3. Declaration of Policy. - It is the policy of the State that socio-economic development programs and activities be undertaken with the extensive and active participation and support from and in coordination with the various local government units (LGUs), national government agencies (NGAs), the private sector and non-government organizations (NGOs).
SECTION 4. Scope of Application. - These Rules and Regulations shall apply to Local Government Units, National Line Government Agencies, Government-Owned and Controlled Corporations, State Colleges and Universities, Private Sector and Non-Government Organizations operating in Metropolitan Manila.
RULE II
Regional Development Council For Metropolitan Manila
SECTION 5. Role of Metro Manila Council as RDC for Metro Manila. - Section 14, Article X of the 1987 Constitution provides that the President shall create Regional Development Councils (RDCs) and similar other bodies composed of local government officials, regional heads of departments and other government offices, and representatives from the private sector and non-governmental organizations within the regions.
Pursuant to Executive Order 113, the Metro Manila Council shall be the Regional Development Council for Metropolitan Manila, the primary institution that shall set the directions of economic and social development of the premier region through which the regional development efforts shall be coordinated.
SECTION 6. The National Capital Region-Regional Development Council. - The National Capital Region or Metropolitan Manila area composed of the cities of Manila, Quezon, Pasay, Caloocan, Makati, Pasig, Mandaluyong, Para aque, Marikina, Muntinlupa, Valenzuela, Las Pi as, and Malabon and the municipalities of San Juan, Taguig, Pateros, and Navotas is declared as a special development and administrative region to promote the socio-economic development plans, programs, metro-significant projects and related activities. The Regional Development Council shall in the performance and execution of its roles and functions, consult, coordinate, and work closely with Local Government Units, concerned National Government Agencies, Government-Owned and Controlled Corporations, State Colleges and Universities, Non-Government Organizations, and the Private Sector operating in Metropolitan Manila Area.
SECTION 7. Powers and Functions. - The Council shall have the following functions:
- Coordinate the preparation, implementation, monitoring and evaluation of short and long term regional development plans and investment programs, regional physical framework plan and special development plans, including the formulation of policy recommendation;
- Integrate approved development plans of cities and municipalities, line agencies, state universities and colleges, government-owned and controlled corporations and special development authorities in the region into the regional development plan, multi-year sectoral investment program of the region for funding and implementation;
- Review and endorse to the national government the annual budgets of agency regional offices, state colleges and universities and special development authorities;
- Promote private investments in the region to support regional development objectives, policies and strategies;
- Review and endorse projects of national government agencies to the Investment Coordinating Committee (ICC) that have impact on the region, and projects of LGUs in the region requiring national government financial exposure which may come in the form of guarantees, national government budget appropriations or subsidies, among others;
- Initiate and coordinate the development, funding and implementation of regional and special development projects, such as those involving several agencies or LGUS;
- Coordinate the monitoring and evaluation of development projects undertaken by government agencies, local government units, state colleges and universities, government-owned and/or controlled corporations and special development authorities in the region; and
- Render technical assistance to Local Government Units on matters pertaining to preparation of Local Development Plans and programs, evaluation of project proposals requiring Official Development Assistance (ODA), and local capability building program.
- Perform such other related functions and activities as may be necessary to promote and sustain the socio-economic development in the region.
SECTION 8. Responsibilities. - In the exercise of its functions, the Regional Development Council shall have the following responsibilities:
- Approve the Regional Development Plan, the Regional Physical Framework Plan, the Multi-Year Regional Development Investment Program, the Regional Annual Investment Program and other special development plans and programs;
- Ensure the consistency of local development plans and the regional development plans and priorities, through coordination and consultation with local development councils;
- Submit an annual assessment of plan implementation and an integrated report on the annual performance of the economy of the region;
- Ensure the preparation of integrated socio-economic profile of cities and municipalities which shall be updated every after 3 years by the local government units, and, when requested by the LGU, provide the technical assistance thereof;
- Ensure through the process of evaluation, that nationally-funded programs and projects in the Metropolitan Manila have gone through the required consultation at the LGU level, have secured the support of local officials, and conform with the requirements of the ICC in terms of, but not limited to, economic and financial feasibility, social acceptability and technical viability;
- Submit reports to the President on significant events and occurrences in the region requiring national attention;
- Submit a semestral report to the President on the activities of the Council including an assessment of the participation of its members within thirty (30) days after each semester;
- Identify and prescribe uniform systems and procedures, standards, methods and institutional arrangements in the preparation of reports, socio-economic profiles, plans and programs and other undertakings of the local government units and/or local development councils;
- Identify sources of funding to support its plans, programs, projects and activities; and,
- Accept donations, contributions, grants, bequests or gifts in other manner and form, from any legal source, subject to existing and applicable government accounting and auditing procedures.
RULE III
Composition Of The RDC For Metropolitan Manila
SECTION 9. Composition. - The Council, which shall be headed by the Chairman, is composed of voting and non-voting members.
9.1. Voting Members - The voting members are the Mayors or Local Chief Executives of the 17 component cities and municipalities of Metropolitan Manila; the President of the Metro Manila Vice Mayors League; and the President of the Metro Manila Councilors League.
9.2 Non-Voting Members - The non-voting members of the Council consist of the following:
9.2.1 The Secretaries or Heads of agencies or their duly authorized representatives: under R.A. 7924
- Department of Budget and Management
- Department of Tourism
- Department of Transportation and Communications
- Department of Public Works and Highways
- Housing Urban and Development Coordinating Council
- Philippine National Police
9.2.2 NCR Regional Directors of the following national line agencies:
- Department of Education
- Department of Environment and Natural Resources
- Department of Finance
- Department of Health
- Department of Interior and Local Government
- Department of Labor and Employment
- Department of Science and Technology
- Department of Social Welfare and Development
- Department of Trade and Industry
- Technical Education and Skills Development Authority
- Commission on Higher Education
- National Historical Institute
- Housing and Land Use Regulatory Board
- Presidential Commission on Urban Poor
- Bangko Sentral ng Pilipinas;
9.2.3 Five (5) private sector representatives; and
9.2.4 Four (4) non-governmental organizations representatives
SECTION 10. Designation of PSR and NGO Representatives. - The RDC Chairman from among the nominees submitted by the RDC Secretary shall designate the five (5) Private Sector Representatives and four (4) NGO Representatives.
Private sector and NGO representatives should be based in the region. Their total representation shall comprise one-fourth of the members of the fully constituted Council.
SECTION 11. Functions of Non-voting Members. - The non-voting members of the RDC can actively participate in the advocacy discussions and debate over matters of significant interest in their own respective sectoral concerns and/or matters of metro-wide significance. Their active amplification of issues and concerns may somehow influence sympathy, capture interest, help in decision-making and aid-in policy formulation of the Council.
SECTION 12. Designation of Duly Authorized Representatives. - In cases where regional directors is not applicable on account of organization structure or position titles, the Secretary or Head of the concerned Departments and Agencies may instead designate a representative who occupies the highest position in their field unit. Each Department or Agency shall be represented by only one Regional Director or where applicable by only one designated representative thereof.
SECTION 13. Designation of Special Non-Voting Members. - The Council may designate special non-voting members (SNVMs) coming from both the public and private sectors, upon concurrence of the majority of its regular members.
SECTION 13-A. Designation of Members of the House of Representatives. - The Council may also invite the members of the House of Representatives as SNVMs representing the twenty-six (26) districts of Metro Manila to further strengthen the coordinative, consultative and legislative mechanism in the NCR. The members of the HOR must signify their intention to join voluntarily and in writing. This core group of congressmen may constitute the Advisory Committee of the Regional Development Council.
SECTION 13-B. Designation of the NEDA Public Investment Staff (PIS), Regional Development Coordination Staff (RDCS) and Infrastructure Staff (IS) as special non-voting members. - The regional directors of NEDA PIS, RDCS and IS may also be invited as special non-voting members.
RULE IV
Regional Development Council Officials
SECTION 14. RDC Chairman. - The Chairman of the MMDA and/or the Metro Mayors Council shall act as the Chairman of the RDC.
SECTION 15. RDC Vice Chairman. - A Vice-Chairman shall be selected and nominated by the Metro Manila Council from among the voting members to be appointed by the Chairman.
SECTION 16. RDC Secretary. - The MMDA General Manager shall be the Secretary of the RDC. However, if the position of a General Manager is unfilled and or vacant, the Assistant General Manager for Planning shall be designated as the RDC Secretary.
RULE V
Selection, Appointment, Functions, Powers, Responsibilities, And Tenure Of The Chairman
Pursuant to R.A. 7924, the law creating the Metropolitan Manila Development Authority, it shall be headed by a Chairman, who shall be appointed by the President of the Philippines and who shall continue to hold office at the discretion of the appointing authority. He shall be vested with the rank, rights, privileges, disqualifications, and prohibitions of a cabinet member. The policy-making body of the MMDA is the Metro Manila Council composed of the 13 city mayors and 4 municipal mayors of Metro Manila. The MMDA Chairman is also the concurrent Chairman of the Metro Manila Council.
SECTION 17. Chairmanship of the RDC. - The MMDA Chairman automatically assumes the chairmanship of the RDC.
SECTION 18. Vacancy on the Position. - In the event that the position of Chairman becomes vacant through resignation, retirement, reassignment, removal from office, death or permanent disabilities, the appointed vice chairman shall temporarily assume the Chairmanship until a new Chairman is appointed by the President pursuant to the established selection procedure as provided for under R.A. 7924. The temporary RDC Chairman shall also appoint a Vice Chairman on an acting capacity.
SECTION 19. Functions, Powers and Responsibilities of the Chairman/Vice Chairman. - The Chairman shall perform the following functions.
- Preside over the meetings of the RDC Council and the Executive Committee.
- Request any agency, individual member of the Council, sectoral committee or affiliate committee to perform other functions as the Council may deem necessary, provided that such functions are within the mandate of said Office;
- Accept, after RDC Resolution authorizing him to do so, in behalf of the Council, donations, contributions, grants, bequests or gifts in other manner or forms from RDC members, foreign governments, international offices, private entities, or any individual for purposes relevant to regional development and submit for approval of the Council a program for its utilization, subject to existing and applicable government accounting and auditing procedures;
- Call the attention of implementing agencies and local government units regarding the problems and issues identified by the Council with the end in view of instituting corrective measures or appropriate solutions;
- Supervise the monitoring and evaluation of the implementation of the region wide development programs, projects and activities.
- Represent the region in cabinet meetings and other activities at the national level;
- Direct the formulation of a comprehensive regional development plan and preparation of a system of investment programming priorities for the region;
- Submit to the President, through the NEDA Board, regional plans, regional investment programs, annual development reports and other planning documents on Metro Manila as approved by the Council; and,
- Perform such other related functions and duties as may be directed by the President.
SECTION 20. Term of Office. - The RDC Chairman shall have a term of office coinciding with his term as Chairman of the Metro Manila Council. The RDC Vice-Chairman, the private sector representatives, and the NGO representatives shall have a term of office co-terminus with that of the Chairman.
RULE VI
RDC Secretary/Secretariat
SECTION 21. RDC Secretary. - The RDC Secretary shall supervise the RDC Secretariat composed of the Office of the Assistant General Manager for Planning technical staff core group and from various units of the MMDA.
SECTION 22. Functions and Responsibilities of the RDC Secretary. - The RDC Secretary shall have the following functions and responsibilities:
- Establish and strengthen the Secretariat functions through the provision of necessary technical consultative and secretariat support.
- Perform technical and administrative supervision over the RDC Secretariat composed of technical staff from various MMDA units and offices.
- Coordinate the preparation of the agenda of the Council and Executive Committee meetings;
- Keep a complete record of all the proceedings of the sessions of the Council, Executive and the Advisory Committees;
- Certify to the veracity of all official records and documents of the Council and Executive Committee meetings and the Chairman's signature;
- Keep custody of records of the Council, Executive and the Advisory Committees;
- Prepare and/or review all draft Council Resolutions and other documents; and,
- Perform such other related functions and duties as may be directed by the RDC Chairman.
RULE VII
Guidelines For The Selection And Tenure Of Private Sector/NGO Representatives To The Council
SECTION 23. Criteria and Guidelines on the Selection of Private Sector/NGO Representative to the RDC. - The non-voting representatives, five (5) from the Private Sector and four (4) from the Non-Government Organizations shall be so designated upon qualification to sit as member in the Council, in accordance with the herein enumerated selection criteria and guidelines such as follows:
a) Should be Filipino citizens, of legal age, not otherwise disqualified by law, with proven track record in socio-economic development in the region, and must be willing and able to participate in all RDC activities;
b) Should be a bonafide member or official of legitimate NGO and Private Sector organizations duly registered with the Securities and Exchange Commission and accredited with existing government agencies involved in socio-economic development planning, programming, and project implementation;
c) Should have an outstanding performance and active participation in the activities of their Organization for the past 3 years;
d) Should have a residency of at least 5 years and holding office within the Metropolitan Manila Area;
e) Should be a non-political and advocate of the government's policies, plans and programs for national development;
f) Should not hold any government position, whether appointive or elective, and must not receive any remuneration from the government while serving as private sector representative to the RDC; and,
g) Must be willing to submit and present necessary credentials as may be required by the RDC.
SECTION 24. Procedure. -
- Accreditation - The RDC Secretary/Secretariat shall update the list of accredited PSOs and NGOs in the Metropolitan Manila and determine the sectoral and geographic coverage of said organizations.
- Determination of Sectoral and Geographical Allocation. - The RDC Ex-Officio members may determine the sectoral and geographic (city-municipality) allocation of the one-fourth memberships of the private sector in the RDC.
- Nominees. - The RDC shall request qualified PSOs and NGOs to submit their PSR nominees. Any individual who is qualified in accordance with the qualifications set above may be nominated by a qualified PSO provided that the qualified PSO/NGO may nominate a maximum of only two nominees, one sectoral and one geographic representation. Provided further, that a qualified PSO/NGO and its subsidiaries and affiliates shall be counted as one PSO/NGO only, except in cases where such affiliates or subsidiaries have distinct and separate legal personalities.
- Shortlisting of Nominees. - The RDC Secretariat shall prepare the list of official nominees to be submitted to the Chairman.
- Confirmation. - The RDC Chairman, through the RDC Secretary, shall confirm the selected PSRs during the first RDC full council meeting to be held after the selection of PSRs.
SECTION 25. Term of Office. - The term of office of the Private Sector Representatives/NGOs is co-terminus with the term of the incumbent RDC Chairman/Vice-Chairman, without prejudice to reappointment through the same process of nomination and confirmation mentioned above.
SECTION 26. Termination. - PSRs considered remiss in the performance of their duties or who commit acts inimical to the RDC may be dropped as members of the RDC on motion of a member and approval of majority of the members present during a full council meeting. PSRs who are elected or appointed to any government position during their term shall automatically lose his/her right to represent the private sector in the RDC.
SECTION 27. Vacancy. - In case vacancy occurs in the PSR seat of the Council either through resignation, recall, ineligibility due to appointment/election to public office, incapacity, permanent disability or death, the Council may determine the manner in which the vacancy may be filled up.
RULE VIII
RDC Executive Committee And Sectoral Committees
SECTION 28. Executive Committee. - The Council shall create an Executive Committee to act on matters that require immediate attention for and in behalf of the RDC when it is not in session.
The Executive Committee shall be composed of the RDC Chairman or his duly appointed or designated Chairman of the Executive Committee; the RDC Secretary as the Secretary of the Executive Committee; the Four (4) Sectoral Committee Chairmen; Four (4) Private Sector/NGO Representatives; and the Mayors who compose the Executive Committee of the Metro Manila Council.
SECTION 29. Sectoral Committees. - The RDC Chairman shall create the following Sectoral Committee that shall be jointly headed by a Sectoral Committee Chairman and two (2) Co-Chairmen coming from the regional line government agencies and the private sector or non-government organizations:
- Sectoral Committee on Economic Development
- Sectoral Committee on Social Development
- Sectoral Committee on Infrastructure Development
- Sectoral Committee on Finance and Development Administration
SECTION 30. Appointment and Tenure of the Sectoral Committee Chairmen/Co-Chairmen. - The Chairman of the Committees shall be appointed by the RDC Chairman and the appointed Chairman of the Committees shall nominate their Co-Chairmen which will come from the regional line government agencies and the private sector or non-government organizations, provided further that the Sectoral Committee chairmen must come from the voting members and the co-chairmen must came from the non-voting members.
SECTION 31. Automatic Members to Concerned Sectoral Committees. - The Presidents/Vice-Presidents and/or Chairman/Vice-Chairman of affiliated sectoral organizations/associations under supervision/directions of national government agencies and local government units shall automatically become a member of the concerned Sectoral Committee.
The terms, tenure of the officers of the Sectoral Committees shall be co-terminus with the RDC Chairman.
SECTION 32. Functions of the Sectoral Committees. -
32.1 Sectoral Committee on Economic Development (SCED) - The Sectoral Committee on Economic Development shall address the economic concerns of the region in the industry, trade, labor, tourism, environment and natural resources and science and technology, and act as the principal facilitator of economic development in the region.
The Sectoral Committee on Economic Development shall perform the following functions:
- Recommend to the RDC, government policies, programs and projects on economic development consistent with national development objectives and priorities.
- Spearhead the conduct of budget hearing of sectoral regional line agencies through concerned regional development bodies;
- Integrates the sectoral plans and programs of local government units in the regional sectoral plans and programs and coordinates all sectoral planning and programming activities of sectoral line agencies in the region;
- Analyze and integrates sectoral information and statistics in the preparation of the annual regional development report;
- Assist the RDC in the translation of the national development goals into specific regional sectoral objectives and strategies;
- Provides technical assistance/support to Sectoral Committee on Economic Development sub-committees;
- Perform other related function as may be assigned by the RDC Council.
32.2 Sectoral Committee on Social Development (SCSD) - The Sectoral Committee on Social Development shall review and evaluate major social development issues and concerns on health, nutrition, population, manpower development, social welfare, community development and housing in the region.
The Sectoral Committee on Social Development shall likewise perform the following functions:
- Recommend to the RDC-NCR government policies, programs and projects on social development consistent with national development objectives and priorities;
- Spearhead the conduct of budget hearing of key regional line agencies, state universities and colleges, and priority strategic area development projects;
- Integrate social development plans and programs of local government units in the regional/social development plans and coordinated social sector planning and programming in the region; and
- Provide technical support to the various Sectoral Committee on Social Development sub-committees.
- Perform other related function as may be assigned by the RDC Council.
32.3 Sectoral Committee on Infrastructure Development (SCID) - The Sectoral Committee on Infrastructure Development shall address the concern of the infrastructure sector in the region such as transportation, communications, water resources, power generation and electrification, and social infrastructure.
The Sectoral Committee on Infrastructure Development shall likewise perform the following functions:
- Recommend to the RDC government policies, programs and projects on infrastructure development consistent with national development objectives and priorities.
- Spearhead the conduct of budget hearing of key sectoral regional line agencies, through concerned regional development bodies.
- Integrate infrastructure development plans and programs of local government units in the regional infrastructure development plan and coordinate infrastructure sector planning and programming activities in the region.
- Provide technical support to the various Sectoral Committee on Infrastructure Development subcommittees; and,
- Perform other related function as may be assigned by the RDC Council.
32.4 Sectoral Committee on Finance and Development Administration (SCFDA) - The Sectoral Committee on Development Administration shall coordinate the formulation, implementation, monitoring, assessment and updating of the development administration framework of the Regional Development Plan. The Committee shall specifically look into the scope and size of government activities; key relationship of actors in decision-making; training and capability building for technical and administrative capacity; norms of bureaucratic performance; streamlining/re-engineering of government machinery; pursuit of local autonomy and decentralization; wielding the bureaucracy towards efficiency and honesty; and improvement of peace and order, law enforcement and administration of justice.
The Sectoral Committee on Finance and Development Administration shall likewise perform the following functions:
- Coordinate the formulation/updating of the Development Administration framework of the Regional Development Plan;
- Recommend to the RDC government policies, programs and projects on development administration consistent with national development objectives and priorities;
- Spearhead the conduct of budget hearing of key sectoral regional line agencies, through concerned regional development bodies;
- Assess the annual performance of the Development Administration sector and monitor the implementation of key programs and projects;
- Recommend to relevant agencies through the RDC, policies and measures as may be required to effectively achieve Finance/DevAd objectives enunciated in the Development Plan;
- Coordinate the conduct of studies, researches, legislative proposals relevant to DevAd;
- Serve as a forum for discussing and resolving major policy issues and problems concerning development administration and plan implementation;
- Serves as the Oversight Committee of the RDC by reviewing existing ground rules and regulation and formulate as necessary new guidelines and policies in the operation of the RDC:
- Facilitate the development information/information network and dissemination
- Perform other related function as may be assigned by the Council.
In addition to these four (4) committees, the Council may also create other ad-hoc committees, which it deems necessary, based on its own specific requirements/needs. Membership to these committees shall include representatives from both government and private sectors who need not necessarily be members of the Council based on the RDC technical staff recommendations.
RULE IX
RDC Council Meetings
SECTION 33. Meetings and Proceedings. -
33.1 Meetings - The Regional Development Council shall meet as often as may be necessary but not less than once every quarter.
33.2 Quorum - A majority of the voting members of the Council shall constitute a quorum. In the absence of a quorum, the Council members present may discuss the items in the agenda and make recommendations thereon to the Council for its next meeting. Members sending representatives with full authority in writing to decide for and in behalf of the member so represented on any matter for decision by the Council shall be counted as present. In case a Chairman of a Sectoral Committee will not be able to attend an RDC meeting or an Executive Committee meeting, his representative must come from the Sectoral Committee he chairs preferably the co-chairman and or the secretary of that particular Sectoral Committee.
33.3 Presiding Officer - The Chairman shall preside over the RDC Full Council and the Executive Committee meetings. In case of his absence or temporary disability, the RDC Vice Chairman shall be the presiding officer. In the absence or temporary disability of the RDC Vice Chairman, the voting members of the Council, constituting the majority of those present there being a quorum, shall elect a temporary presiding officer from among themselves to preside over the meeting.
The Chairmen of the Sectoral Committees shall preside in their respective committees. In the absence of the Sectoral Committee Chairmen, the Sectoral Committee Co-Chairmen shall be the presiding officer to their respective committees.
33.4 Vote Requirement - The decisions of the Council shall be by a simple majority of the members constituting a quorum.
33.5 Forms of Acts - All decisions of the Council shall be in the form of resolutions. The framing of the resolutions shall be the responsibility of the Council Secretary. Resolutions shall be numbered consecutively every fiscal year indicating the region, number of the resolution and the year the resolution was passed.
33.6 Minutes - The minutes of the Council, the Executive Committee, and the Advisory Committees shall be certified by the Council Secretary, attested by the Council Vice-Chairman and approved by the Council Chairman.
Sectoral Committees minutes of the meeting shall be prepared by the sector secretary attested by the sector co-chairmen and approved by the sector committee chairmen.
33.7 Official records of the Council - The agenda of the meetings of the Council, Executive and the Advisory Committees together with the background materials therein, the approved minutes and resolutions of these meetings and the records of implementing actions taken shall constitute the official records of the Council, Executive and Advisory Committee meetings.
33.8 Certification and Issuance of the Records of Meetings. - The Council Secretary shall issue certified copies of any Council meeting records, resolutions or parts thereof to any interested party upon written request of the interested party and written authorization of the Chairman.
RULE X

SECTION 34. Sources of Financing. - The funds that may be needed for the operation of the RDC shall come from the National Government Subsidy in the form of regular appropriations, grants and other contributions as provided in the General Appropriations Act [GAA].

SECTION 35. Effectivity. - This Resolution shall take effect upon approval.
