Exemptions to DO 94-806 Regulating the Registration and Operation of Right-Hand Drive (RHD) Vehicles in the Country
Department Order No. 94-806 prohibits the initial registration and operation of all imported right-hand drive (RHD) vehicles in the country, except for "off-the-road" vehicles. However, several RHD service cars imported by the diplomatic community and foreign expatriates working for the Government prior to the issuance of said Order have arrived in Manila or are in-transit. Their non-eligibility for registration has elicited protests and requests for exemption from this Order.
This Department, therefore, clarifies that vehicles of the diplomatic community and foreign expatriate consultants working with the Government may be allowed initial registration; provided that their importation or shipment into the country was initiated prior to the publication of Department Order No. 94-806, i.e. 03 August 1994.
