APPROVING AND ADOPTING THE MMDA GUIDELINES ON THE INSTALLATION OF STREET LIGHT POLES AND TRAFFIC SIGNAL POLES ALONG MAJOR THOROUGHFARES OF METROPOLITAN MANILA
WHEREAS, said MERALCO Standard are designed to help minimize road accidents, promote peace and order, stimulate economic activities, attract tourists and foreign investors and support the various projects of the government;
WHEREAS, the Metro Manila Council (Council) believes that apart from the MERALCO standards on street fighting, there is an urgent need to enhance the design concept of street light pole and traffic signal pole installation along Metro Manila's major thoroughfares to ensure and promote public safety as well as safe and convenient movement of persons and goods in the metropolis;
WHEREAS, in order to implement a uniform design concept for the installation of street light poles and traffic signal poles in Metro Manila, the Council agreed to approve and adopt the MMDA guidelines on the installation of said poles along major thoroughfares of Metro Manila;
NOW, THEREFORE, be it resolved as it is hereby resolved pursuant to Section 6 of RA 7924, that the Council hereby approved and adopts the MMDA guidelines on the installation of street light poles and traffic signal poles along major thoroughfares of Metro Manila, hereto attached as Annex "A" of this Resolution.
RESOLVED FINALLY, that copies of this Resolution together with the approved guidelines be furnished to the Local Government Units of Metro Manila.

IMPLEMENTING GUIDELINES ON INSTALLING STREET LIGHT POLES AND TRAFFIC SIGNAL POLES ON THE NATIONAL ROADS OF METRO MANILA
For the purpose of Implementing a uniform design concept for the installation of new Street Lighting Poles and Traffic Signal Poles on the National Roads of Metro Manila. It takes into consideration the safety and comfort of pedestrian users, and the aesthetic enhancement of street sidewalks. These guidelines are issued for compliance by agencies of the National and Local Governments Units within the Metropolitan Manila area:
1. MMDA is fully aware of the MOA for Standardization of Street Light Design and Specifications entered into last May 31, 1996 between DPWH (represented by Undersecretary Teodoro I. Encarnacion) and MERALCO (represented by its Assistant to the President Mr. Jose T. Guinguna).
2. That relevant to the on going implementation of the MMDA Component of the MMURIRIP loan package from World Bank and other future undertakings, our existing national roads in Metro Manila are beset with problems on improving sidewalk facility. Such problems include constriction because of existing right-of-way constraints and incursions. Solutions to these problems would include removal and/or relocation of some obstructions to allow more space for pedestrian use.
3. With the end view of providing more safety and comfort to the Pedestrian users of new street sidewalks to be installed in Metro Manila, the following technical considerations have to be adhered to immediately:
3.1. Street Light Pole Installation
a) Use drawing standard already prepared by DPWH for Street Light Pole Installation except that, the bottom of the Base Plate of the Light Pole be brought down to a maximum of 100 mm depression below the grade level of the finish sidewalk pavement, this depth is necessary to hide the anchor ball head, and the pole base plate.
As a consequence of the above revision, the Pole Shaft length recommended by DPWH and MERALCO of 9,150 mm may be extended by as much as 775 mm (to compensate for the removal of the projecting concrete pedestal plus the depression) and to achieve the same level of lighting illumination.
If the Light Pole is installed within a plant box located along the sidewalk of the central island, then the reference elevation of the base plate measurement mentioned above, should be reckoned downwards from the top of either the edge of the plant box of the curb level of the center island, whichever condition applies.
b) Fill the 100 mm depression with lean concrete up to the top level of the concrete edge restraint (300 mm high x 100 mm wide). The concrete edge restraint is also in the same level as the finished sidewalk or plant box level as the case may be.
c) Installation of Junction Box may be remove by replacing with long electrical conduits (one meter) extending inside the light pole, passing through the underside of the base plate. Electrical connection can be done before light pole is erected in place.
d) Install and properly weld the same height if stiffener plates inside the steel pole, at base plate level. The purpose of this scheme is to hide the remaining view of the stiffener plates projecting above the sidewalk level.
3.2. Traffic Signal Pole Installation
a) All Traffic Signal Pole mounting shall be installed similar to the same guideline as for Light Pole Installation where the bottom of the Base Plate of the Traffic Signal Pole is also brought down to a maximum of 100 mm depression below the sidewalk finish level.
The above mentioned installation shall be in accordance with attached MMDA Guideline and Drawings for Street Light Pole and Traffic Signal Pole Installation.
The DPWH Design Office is enjoined to implement revisions in the standard drawings to insure uniform usage for new Street Light Pole and Traffic Signal Pole Installation along the street areas of Metropolitan Manila.
