[ LTO MEMORANDUM, May 28, 2004 ]
IMPLEMENTATION OF THE REVISED GUIDELINES AND PROCEDURES ON ISSUANCE/ACCOUNTING OF TOP/IRMV, LAW ENFORCEMENT OPERATIONS AND ADJUDICATION OF APPREHENSION CASES
The Memorandum Circular dated 25 May 2004 on the above subject is set to be fully implemented on 14 June 2004.
The circular introduces innovations in the various processes in law enforcement and adjudication which are envisioned to effectively plug loopholes in the current system. Hopefully, this circular would substantially rectify the flaws in the system which collectively have been pinpointed as the root cause for the declining revenue from law enforcement and adjudication activities.
As this remedial program affects the procedures and functions of several LTO offices as well as coordination of activities of the personnel manning the same, it is imperative that the above-subject be disseminated and explained to all parties concerned.
In order that there will be a smooth and efficient implementation of aforesaid revised guidelines and procedures, all Regional Directors and Service Chiefs are hereby directed to adopt a plan of action in their respective areas of responsibility starting 01 June 2004 to orient the concerned personnel on the purpose and requirements of the said memorandum circular. To be included in the preparation will be the installation of signages on the prescribed flow charts in the affected offices as well as designation and deployment of needed personnel, among others, and a dry run must be conducted to determine if other preparatory actions should still be done.
To assure successful implementation of this measure which is basically geared towards prompt delivery of quality service to the public, your full cooperation hereon is enjoined.
