INCREASED LIMITS OF DELEGATED AUTHORITY TO DISTRICT ENGINEERS RE INFRASTRUCTURE CONTRACTS AND RELATED MATTERS



In line with the decentralization policy of the Government and to provide for more effective and expeditious implementation of infrastructure projects, the limits of delegated authority of the District Engineers with respect to nationally-funded infrastructure contracts and related matters for projects within their respective districts (i.e., except inter-district projects) are hereby increased as follows:

a. Approval of plans, specifications,
programs of work, and agency
estimates for infrastructure projects
P5,000,000
     
b. Conduct of public competitive bidding
and resulting award, approval, and
termination/ rescission of infrastructure
contracts
P5,000,000
     
c. Approval of fund disbursements for
infrastructure contracts approved by
them
P5,000,000
     
d. Approval of variation orders for and
time extension of infrastructure
contracts approved by them
Cumulative change from original
contract cost/time not exceeding
P150,000/15 days or 25%, whichever
is less

e. Suspension of work under Section CI 10 of PD 1594- Implementing Rules and Regulations not requiring time extension (e.g., for failure of contractor to correct bad conditions or perform any contract provisions)

All claims for delays shall be submitted for processing as time extensions.  Time suspensions shall not be issued unless there is prior approval by the Undersecretary concerned.

This Order amends existing Department Orders and other issuances of portions thereof inconsistent with it, and takes effect immediately.
