EVALUATION OF PORTS FOR DEVELOPMENT AND/OR INCLUSION UNDER THE PPA PORT SYSTEM




1.         AUTHORITY

1.1       Section 6 (a), sub-paragraphs (i) and (iii), paragraph (b), sub-paragraph vii and Section 26, paragraph (b) of Presidential Decree No. 857, as amended.

1.2       Section 3 of Executive Order No. 212, requiring preparation of an updated National Port Transport Plan.

2. SCOPE

This Memorandum Circular covers:

2.1       All existing municipal ports except fishports.

2.2       Proposed sites for development as a National or International Port.

3. PURPOSE

3.1       To determine whether requests for inclusion of municipal ports into the PPA Ports System emanating from the Local Government Units (LGUs), members of Congress and other government agencies can be favorably acted upon or not.

3.2       To guide Port and District Managers in making a systematic assessment of prospective terminal sites for planning purposes.

4. SPECIFIC GUIDELINES

4.1       For an orderly procedure, requests for inclusion of municipal ports into the PPA system or for development of proposed sites as a PPA port shall be forwarded/referred to the PMOs concerned for the corresponding evaluation.

4.2       Port and District Managers may likewise conduct periodic assessment on prospective port or terminal sites, using the criteria given herein.

4.3       Criteria for evaluation shall include the following:
4.3.1           Passenger and/or cargo traffic
4.3.2           Proximity to existing national port/terminal
4.3.3           Local population
4.3.4           Depth of water alongside berth
4.3.5           Existence of a natural breakwater
4.3.6           Road access to hinterland
4.3.7           Economic potential of the port/terminal
4.3.8           Strategic value of the port/terminal

4.4       The PMOs concerned shall use herein attached prescribed form (Annex "A" ) in evaluating requests for inclusion and shall be submitted to the Office of the General Manager (Attention: AGM for Engineering), copy furnished Port District Office, for final action/resolution.

5. EFFECTIVITY

5.1       This Circular shall take effect immediately and shall remain in force unless otherwise revoked.
