GUIDELINES IN STACKING OF CONTAINERS/CARGOES IN THE REHABILITATED FACILITIES OF NORTH HARBOR PROPER

1.1 Sections 2-a, 6-a(iii) and (x) of PD 857
Scope
This Order shall apply to the newly-rehabilitated port facilities of PMO North Harbor.
Purpose
3.1 To prevent premature deterioration of the newly-rehabilitated facilities of North Harbor.
3.2 To effectively manage port operations, through proper stacking of containers/cargoes in the rehabilitated areas.
Definition of Terms
4.1 Working Apron - The area of 15 meters from the edge of piers, wharves and slips, designated for loading/unloading operations.
4.2 Open Storage Area at the Finger Piers - The area outside of the working apron, used for stacking/storage of containers and cargoes.
4.3 Areas Beyond the Working Apron at the Slips - The areas located between the sidewalks at the western side of Marcos Road and the drainage inlets that run parallel to and immediately beside said road.
Guidelines
5.1 Working Apron - Operation in this area shall be guided by the following:
5.1.1 The working apron shall be used strictly for loading/unloading operations. During the duration of said operation, containers (loaded or empty) may be stacked one-layer high only;5.2 Open Storage Areas of Finger Piers - Containers placed at these areas shall be governed by the following:
5.1.2 When the loading/unloading operation is completed, the working apron shall be free of all containers, cargo, chassis, cargo handling equipment and other obstructions that may hamper traffic therein for light vehicles;
5.1.3 In no case shall general cargoes, specifically steel products, be allowed to be stored at the working apron.
5.2.1 Outside of the working aprons, containers may be stacked one-high regardless whether they are loaded or empty;5.3 Areas Beyond the Working Aprons At the Slips - Containers (loaded or empty) may be stacked three-layer high at these areas.
5.2.2 In case of extreme necessity, two-layer high container stacking may be allowed provided the shipping company and cargo handling contractor concerned have jointly/formally assured the Authority that in case of damage to the newly rehabilitated facilities, they shall be held liable.
5.2.3 When Port Manager allows two-high stacking at the finger piers under certain reasonable terms and conditions, the PPA Terminal Operations personnel concerned shall closely monitor them.
5.4 Drainage Inlets - No container or any type of cargo shall be stored on top of the drainage inlets. A space of at least one (1) foot from said facilities must be observed when stacking any type of cargo.
5.5 Mast Tower Protection Walls - A space of at least one (1) foot from the mast tower protection walls must be provided when stacking/storing containers and other types of cargoes to prevent said facilities from being used as stoppers or from being damaged when containers/cargoes are lifted.
Final Provisions
6.1 All PPA issuances inconsistent with this Order are hereby repealed or modified accordingly.
6.2 This Order shall take effect fifteen (15) days after publication in a newspaper of general circulation.
