[ PPA MEMORANDUM CIRCULAR NO. 34-97, September 23, 1997 ]
GUIDELINES IMPLEMENTING THE INDONESIA AND PHILIPPINES BIMP-EAGA COMMON VESSEL TARIFF
Pursuant to the arrangement between the Directorate General of Sea Communication of the Republic of Indonesia and the General Manager of the Philippine Ports Authority, (Annex A*) and as further approved by the President of the Philippines, a common tariff for vessels operating under the BIMP-EAGA program is hereby issued.
Henceforth, all vessels carrying flags of Indonesia and the Philippines which operate under BIMP-EAGA program shall be entitled to the following special charges on vessels.
Provided that in the computation of dockage, any fraction of a day (less than 24 hours) shall be counted as one (1) whole day (sample computations attached as Annex B*)
Availment of the above special rates shall be subject to the following:
1. Vessels operating under the BIMP-EAGA program shall be issued certificates of accreditation/certification by their respective authorized government agencies. In this regard, Philippine flag vessels desiring to operate under this program shall secure accreditation from the office of the Maritime Industry Authority.
2. The special rates shall be applicable only when the Vessel's last and the next port of calls are in the BIMP-EAGA ports as shown in Annex C*.
3. Terminal Supervisors/Operations Officers shall require the vessel operating under this program to present its certificate of accreditation and the documents showing the last and the next port of calls prior to granting the special rates.
4. This Arrangement shall be in force for a period of two (2) years to be effective October 1, 1997 up to September 30, 1999.
