RESOLUTION NO. 28



Pursuant to Section 3 of Republic Act No. 318, known as the Chemical Engineering Law of the Philippines and Section 6 of PD No. 223, as amended, the Board of Chemical Engineering hereby adopts the following Guidelines for the Continuing Professional Education (CPE) Program for registered Chemical Engineers of the Philippines as recommended by the Philippine Institute of Chemical Engineers (PICHE) after consultation with the Board.

I
Rationale

Continuing Professional Education program for Chemical Engineers (CPE-CHE) refers to education and training acquired after getting the license to practice chemical engineering in the Philippines.  It aims to update the professional skill and advanced knowledge of chemical engineers.  This is in keeping with the engineer ™s sacred duty and responsibility to render optimum service to his employer/client, in particular, and the public in general, throughout his professional life.  It is therefore the obligation of a chemical engineer to be continuously involved in CPE activities.

The CPE-CHE activities include both formal academic pursuits and degrees and the less structured, non-academic activities and programs on technical areas such as process or equipment design, industrial plant installation and operation, systems and energy management, computers, engineering education and other related areas.

II
The CPE-CHE Accreditation

To ensure that practicing professional chemical engineers keep up with their profession through continuing professional education, an accreditation and monitoring system has to be set-up and implemented.

A. Responsibility - Since the Philippine Institute of Chemical Engineers (PICHE) is the accredited organization for the chemical engineering profession, it is therefore tasked with the following responsibilities for the attainment of an effective CPE program.

1.       The creation of the National Accreditation Committee on Continuing Professional Education for Chemical Engineers.

2.       Dissemination of information to practitioners of policies governing accreditation of the CPE activities.

3.       Initiation of programs of activities that will provide opportunities for practitioners to earn units for accreditation in the CPE-CHE.

4.       Support the Board of Chemical Engineering in monitoring the number of units earned by the members in preparation for the renewal of the professional ID card.

B. Criteria - In order to earn units for CPE accreditation, the following requirements shall be satisfied.

1.       Topics shall be related to chemical engineering and/or its allied fileds.

2.       The scope shall be beyond that of the basic preparation for a baccalaureate degree in chemical engineering.

C. Requirement - A total of twelve (12) credit units per annum or an accumulated thirty-six (36) credit units for three (3) years for the renewal of the professional ID card for the practice chemical engineering.

Records of credit units for CPE shall be kept by the Accreditation Committee on an annual basis from January 1 to December 31 of each year and accumulated over a period of three (3) years.  Units earned excess of requirement within the specific period may not be carried over to the next renewal period.  However, for every thirty (30) excess accumulated units at the time of renewal of license, the license issued shall bear a star of recognition for the practitioner.

The National Accreditation Committee

The Committee shall be composed of a Chairman and four (4) members of the PICHE and a member of the Board of Chemical Engineers acting as consultant.

The members of the Committee shall be appointed by the President of the PICHE for a minimum of three (3) years.  The appointee must have at least ten (10) years of professional practice.

The Committee functions shall include:

1.       Formulate program guidelines for continuing professional education for chemical engineers.

2.       Evaluate programs/activities for accreditation.

3.       Accredit programs/activities upon request of the PICHE.

4.       Accredit seminars, workshops, local conferences, etc. for continuing professional education upon the request of PICHE Chapters.

5.       Monitor and periodically assess program implementation.

6.       Review and revise guidelines at least every three (3) years or as arises.

The Committee shall meet every quarter at such time and place to be determined by the Chairman.  Special meetings may be called by the Chairman or upon the request of members who have served the Committee for at least two (2) years.

V
Exemptions

1.  A registered chemical engineer shall be exempted from complying with the CPE upon reaching the age of sixty-five (65) years.

2.  Practicing chemical engineers who are outside the country upon presentation of proof/document.

The Board, therefore resolved, as it hereby resolves, that upon approval of this resolution and after fifteen days following its publication in the Official Gazette starting January, 1991, a Chemical Engineer will be required to submit 12 credit units every year or a total of 36 units  for 3 years for renewal of her/his professional I.D. card.

Effectivity

These rules shall become effective upon approval by the Commission and after fifteen (15) days following its publication in the Official Gazette.
