CREATION OF NEW CLASSES/POSITION TITLES OF RADIOLOGIC TECHNOLOGIST AND REALLOCATION THERETO OF MEDICAL EQUIPMENT TECHNICIAN POSITIONS PERFORMING RADIOLOGIC TECHNOLOGY WORK

Background Information

Radiology is a fast growing specialty in the field of medicine with more sophisticated machines and procedures being developed every few years. Corollary thereto, high technology skills and responsibilities in radiologic equipment technicians are needed in order for them to effectively participate in radiologic diagnostic and therapeutic work. To recognize the improved qualification requirements of their positions and to provide distinction between Medical Equipment Technicians performing repair and rehabilitation of medical equipments and machines vis-a-vis those performing radiographic diagnostic and therapeutic procedures/examinations, the following new classes/position titles have been created under the Position Classification Plan:

Purpose

This Circular is being issued to effectively implement the creation of the above-listed new classes/position titles and to reallocate thereto all existing Medical Equipment Technician positions performing radiologic technology work.

Coverage

This Circular shall cover all existing Medical Equipment Technician positions in the government performing radiologic technology work.

Rules and Regulations

4.1 Requests of national government agencies, state universities and colleges and government-owned or controlled corporations for reallocation of positions authorized under this Circular which shall be supported by the following documents shall be submitted for each position involved to the Department of Budget and Management (DBM) through the Compensation and Position Classification Bureau (CPCB) for evaluation:

Duly accomplished Position Description Form (PDF); and
 
4.1.2
Position Chart showing hierarchy of positions in the unit where the position is located.

4.2 In accordance with RA 7160, local government units may reallocate all positions devolved from the Department of Health as well as their organic positions performing radiologic technology work based on the support documents enumerated under Item 4.1 hereof, the qualification requirements prescribed for Radiologic Technologist positions under Resolution No. 94-5440 dated October 6, 1994 of the Civil Service Commission and the following duties and responsibilities:

Radiologic Technologist I
Under the immediate supervision of a higher level Radiologic Technologist, performs all plain diagnostic work.
 
Radiologic Technologist II
Under general supervision, does all routine radiographic procedures including contrast media study.
 
Radiologic Technologist III
Under general supervision, supervises and participates in the work of a small group of Rts performing all the routine radiographic examinations or performs radiographic examinations requiring one or two special skills in CT-scan, Interventional Radiography, Ultrasound, MRI, Simulator and Radiotherapy.
 
Radiologic Technologist IV
Under general supervision, supervises routine radiography procedures done in Rts or supervises and participates in specialized radiographic work of one of the specialties in their specific are a like CT-scan, Interventional Radiography, Ultrasound, MRI, Simulator and Radiotherapy.
 
Radiologic Technologist V
Under general supervision, supervises specialized diagnostic and therapeutic radiographic work.

Funding

5.1 The funding sources for the amounts necessary to initially implement the provisions of this Circular shall be as follows:

5.1.1
For national government agencies, the amount shall be charged against savings in appropriations;
 
5.1.2
For government-owned or controlled corporations, the amount shall be charged against their respective corporate funds; and
 
5.1.3
For local government units, the amount shall be charged against their respective local funds. Said amount shall be provided for in an appropriation ordinance to be enacted by the local Sangguniang Panlalawigan/Panlungsod/Bayan.

5.2 Thereafter, such amounts as may be needed for the continued implementation of this Circular shall be incorporated in the annual budget of the agencies concerned.

Effectivity

The reallocation of position authorized under this Circular shall take effect not earlier than the date of approval of such reallocation.
