RESOLUTION NO. 251
WHEREAS, on two (2) separate dialogues, the Deans and the Technical Committee on Nursing Education proposed to the Board of Nursing to modify the existing operating room and delivery room experience to two (2) major and two (2) minor scrubs for operating room experience and two (2) handled, two (2) assisted, two (2) observed and two (2) cord dressings for delivery room experience;
WHEREAS, it is a firm belief of the Board of Nursing that more than two (2) exposures of a student to operating room and delivery room experiences, respectively, are needed to fully comprehend, internalize and eventually integrate the competencies required particularly the development of skills for safe practice in these areas;
WHEREAS, careful planning, well-selected learning experiences of students based on clearly defined behavioral objectives done by the qualified clinical instructors will provide more meaning to students learning of basic competencies in nursing practice;
WHEREAS, it is the observation, however, of the members of the Board of Nursing that during its inspection of various colleges of nursing nationwide, problems affecting the maintenance of quality nursing education have tremendously increased. To name a few, these are (1) inadequate and with unqualified Deans and faculty in some nursing schools, vis-a-vis increased enrolment; (2) ill-equipped and inadequate schools and health facilities and (3) lack of adequate clinical resources particularly in providing clinical experiences in operating room and delivery room nursing;
WHEREAS, given the above objective realities on the status of nursing education, the Board casts doubts on the ability of some colleges to provide planned, well-selected learning experiences in the hands of well-prepared clinical instructors, which are the foundations for the establishment of a sound competency-based curriculum;
WHEREAS, the Board, to validate its stand, conducted an opinion survey of 250 nurse-instructors and nursing service administrators on the issue of reducing the OR-DR requirements to qualify for nursing licensure examination. One hundred eighty-five (185) or 74% recommended to retain the existing number;
WHEREAS, since the party concerned is one of the convincing indicators of competence, the Board similarly thru the June 1989 licensure examination, found out from 10 percent of sampled respondents in a total populations of 10,713 examinees that mean average for them to develop competencies are as follows:
OR Major - 9.5 OR Minor - 15.5 DR Handled - 7.9 DR Assisted - 8.06 DR Observed - 7.62 Cord Dressing - 9.65
WHEREAS, reducing the requirement to an acceptable reasonable number maybe warranted provided supplemental case study be required for purposes of demonstrating ability of the students to integrate;
NOW, THEREFORE, the Board resolved, as it hereby resolves, that the requirements for admission in the nurse licensure examination which includes the number of operating room and delivery room cases, cord dressing and a case study, be recorded in the form provided for by the Board and submitted to the same together with other credentials such requirement shall be as follows:
Operating Room Scrubs/Cases
Major - 5 Minor - 5 Delivery Room Scrubs/Cases
Handled - 5 Assisted - 5 Cord Dressing - 5 Family Case Study - 1
FURTHER, that the Deans and the Clinical Instructors concerned should certify to the completion of the required number of scrubs/cases with the names of the patient, Case No., date of operation or delivery and the doctor or attendant at birth, the original of which must be submitted to the Board of Nursing and the duplicate with supporting documents filed in the school for record reference and verification.
The Board finally resolved, that after approval of this Resolution by the Commission, the same shall take effect starting June 1990 nurse licensure examination and the copies of the same shall be sent to all Deans of Colleges of Nursing for dissemination and compliance.
