[ PRC BOARD RESOLUTION NO. 192, February 19, 1990 ]

WHEREAS, THE BOARD OF NURSING HAS NOTED THE INCREASING NUMBER OF DEFERRED LIST



WHEREAS, the Board of Nursing has noted the increasing number of deferred list of successful examinees each time the results of the examination is released and an increasing number of spurious or falsified Transcript of Records, Diplomas, Clinical Experience Records (RLE) and Special Orders (SO) submitted by applicants to support their applications for admission in the nurse licensure examination;

WHEREAS, to eradicate these irregular practices, the Board recommends that there should be a joint and a coordinated efforts of this office with the Officials of the Colleges and Universities, particularly, the Deans and the Registrars, to enforce strictly Resolution No. 260, Series of 1988, requiring all Deans of Colleges of Nursing to submit to the Board an Official List of their graduates, who would be candidates to the licensure examination at least one month before the schedule of the examination.  The Memo Circular No. 84-06, dated June 8, 1984, was circularized to all colleges of nursing for strict compliance as per records of the Commission;

WHEREAS, the practice of accepting applications conditionally with only a Certification from the Registrar of the college, certifying that the graduate-applicant has completed all the requirements for graduation has promoted irregularities in several instances.  The supporting papers required for admission such as Transcript of Records, Diplomas, RLE, with OR/DR scrubs, are not yet available even after a reasonable length of time after the date of graduation.  The Board discovered that some applicants have not yet graduated or have not complied with all the requirements for graduation at the time of their admission in the examination;

WHEREAS, the Board noted and observed that repeaters were again allowed to take the examination without the necessary school credentials submitted with their application forms which later were found to have some deficiencies or incomplete scholastic records.  Applicants who flunk in previous examination must be required to submit their complete scholastic records upon application in a subsequent examination, otherwise their application should be denied;

NOW, THEREFORE, the Board hereby resolved to recommend that the following guidelines must be strictly enforced before admission in the licensure examination:

1.       Only graduates in the nursing course of the semester preceding the scheduled examination shall be allowed to submit a certification of having completed the requirements for graduation, signed by the Dean and the Registrar.  Graduates of previous years must be required to submit all the requirements for admission to the examination, otherwise their applications will be denied.

2.       All colleges of nursing including state colleges, shall submit at the end of each school-year the Official list of their graduates certified by the Dean and the Registrar.  The list of the graduates should be received by the Board at least one month before the date of the examination. No application will be accepted or processed, unless the name of the applicant appears on the list submitted directly to the Board by the College or University which granted or conferred the academic degree upon their graduates in compliance with Resolution No. 21 dated July 13, 1981, published in the Official Gazette, Vol. 84, No. 12 dated March 21, 1988;

3.       All applications of applicants who have acquired other degrees and graduated in the nursing course shall be referred to the Board of Nursing for interview or review of their credentials before their applications are processed, to determine their compliance of the requirements in the Nursing Course. Applicants who have cancelled their other degree(s) in order to be admitted to the examination, if found, will be held responsible and appropriate action will be taken against them for their violations;

4.       That only graduates from Colleges of Nursing and Universities duly recognized by the Department of Education, Culture and Sports (DECS) which have been favorably recommended by the Board after having officially inspected and have complied with the minimum essential requirements and authorized to operate as an educational institution, mandated in Section 3 of the Philippine Nursing Law, will be admitted to the examination; and

5.       This resolution should be widely disseminated to all Directors, Deans and Registrars of the Colleges of Nursing for their guidance and for compliance to all concerned.
