GUIDELINES ON RICE SEED CERTIFICATION



Pursuant to the provisions of the Implementing Rules and Regulations of RA 7308, otherwise known as the Seed Industry Development Act of 1992, Chapter III, Article II, Section 3, and upon approval of the National Seed Industry Council, the following guidelines are hereby adopted to ensure better quality of seeds:

I. Field Inspection

Field inspection shall be conducted by Deputized Seed Inspectors

    A. For inbred rise seed production, a minimum of two (2) field inspections, preliminary and final shall be required during flowering stage and before harvesting. More inspections may be done to assess presence of off-types weeds, diseased plants and other contaminants.

    B. For hybrid rice seed production of F1 and parental seeds (A or CMS line, B or maintainer line and R or Restorer Line), a minimum of four (4) inspections shall be required to verify and assure the removal of possible sources of contaminants. More inspections however may be done before final rouging of female parents prior to harvesting.

II. Seed Sampling

Seed sampling shall be carried out by Deputized Seed Inspectors. The Certifying Agency may conduct seed sampling only when deemed necessary. Samples shall be taken at random following ISTA Rules on seed sampling for inbred seeds, intensity of seed sampling shall be as follows:

For hybrid seed, intensity
  of sampling shall be as follows:
   
A. 1 - 10 bags/lot - Sample all bags
   
B. Parentals  
A line, B line, R line - 50 bags/lot and 15 kgs/bag
  (sample at least 10 bags)
   
C. F1 Production - 100 bags/lot at 10 and 20 kgs/bag
  (sample at least 20 bags)

III. Seed Testing

Samples submitted for certification must be analyzed/tested 1-24 hrs. after receipt of the sample. Result of analysis must be released within 15 days as long as there is no problem with the quality of the seed.

IV. Tagging

Tagging of seed lots passing certification shall be done/closely supervised by the seed inspectors/representative of the certifying agency.

This Order shall take effect upon approval.
