TRANSFER ASSISTANCE PROGRAM
WHEREAS, Republic Act No. 7430 provides for optimum utilization of personnel in government service through a system of attrition, providing penalties for violation thereof;
WHEREAS, one of the exemptions provided for in the Attrition Law and its implementing rules is when replacement comes from existing employees;
WHEREAS, there is a need for a mechanism to assist agencies in search of personnel and existing government employees to find positions in offices near their places of residence;
WHEREAS, living near the place of work could revitalize and enhance performance of government workers for increased productivity;
NOW, Therefore, the Commission resolved to adopt the Transfer Assistance Program (TAP) designed to help agencies fill up their existing vacant positions and employees to transfer to agencies near the places where they live.
