[ PRC BOARD OF NURSING RESOLUTION NO. 27-94, March 30, 1994 ]
INTEGRATED COMPREHENSIVE NURSING LICENSURE EXAMINATION
WHEREAS, under Sec. 12, Art. III of R.A. No. 7164: The Philippine Nursing Act of 1991 , the Board is empowered to give written examination to applicants for license (registration and practice of nursing) and require them to pass it;
WHEREAS, the Board has the power to describe the subjects in the Nurse Licensure Examination, determine the syllabi of the subjects and their relative weight (Sec. 4 (b), Art. III, supra law);
WHEREAS, Sec. 15 of the same law authorizes the Board to determine the scope of the examination, taking into consideration the objectives of the nursing curriculum, the broad areas of nursing and other related disciplines and competencies;
WHEREAS, the DECS revised Bachelor of Science in Nursing (BSN) curriculum implemented nationwide is a competency-based, community- oriented curriculum which aims to make nursing education more relevant and responsive to the health needs of the country;
WHEREAS, there is a need to adopt a nursing licensure examination that better measures the competencies of new nursing graduates for safe and effective practice;
WHEREAS, the Association of Deans of Philippine Colleges of Nursing in the Philippines (ADPCN) has approved a Resolution last October 1993 requesting the Board of Nursing to give an Integrated Comprehensive Nursing Licensure Examination (ICNLE) starting 1994; and
WHEREAS, the ADPCN in collaboration with the Board of Nursing has conducted and continues to conduct nationwide Seminar Workshop on the development of competency-based achievement tests,
NOW, THEREFORE, by virtue of Secs. 4(h) and 10, Art. II of R.A. No. 7164, the Board hereby RESOLVED, as it so RESOLVES, to supersede the present system and scope of the Nurse Licensure Examination with an Integrated Comprehensive Nurse Licensure Examination (ICNLE) starting in May 1994 schedule.
FURTHER, RESOLVED that the Program of the Nurse Licensure Examination be changed from the subject areas: Fundamentals of Nursing; Maternal and Child Nursing; Community health Nursing; Nursing of Adolescents, Adults and Aged; and Mental Health Nursing, to the ICNLE consisting of four (4) tests organized around the major goals of nursing as follows; Test I - Promotive goals; Test II - Preventive goal; Test III - A & B Curative goal; Test IV - Rehabilitative goal.
FURTHERMORE, RESOLVED, that the herein resolution shall upon approval by the Commission be effective after fifteen (15) days following the publication thereof in the Official Gazette or newspaper of general circulation whichever is earlier.
FINALLY, RESOLVED, that this Resolution be disseminated and circularized widely to every College of Nursing in the country for the information and guidance of all concerned.
