REQUIREMENTS FOR BUS TERMINALS
By virtue of the powers vested in the Board under Section 5 (k) of Executive Order No. 202, dated June 19, 1987, authorizing it to formulate, promulgate, administer, implement and enforce rules and regulations on land transportation public utilities, standards of measurements and/or design, and rules and regulations requiring operators of any public land transportation service to equip, install and provide in their utilities and in their stations such devices, equipment, facilities and operating procedures and techniques as may promote safety, protection, comfort and convenience to persons and property within their areas of operations, operators of public bus services are hereby required to install/provide in their terminals within six (6) months from the effectivity of this Circular the following, to wit:
1. Concrete pavement and/or asphalt flooring;
2. Benches with backrests for passengers and with roofing as protection from the elements; and,
3. Comfort/rest rooms. Separate restrooms for male and female passengers shall be provided which must, at all times, be clean, sufficiently lighted, odor-free, ventilated, with dry toilet flooring, functional door lock, functional water closet, flush system, toilet seat with cover, clean running water, lavatory, waste bin, toilet paper, mirror, dispenser with soap, hand dryer/paper (optional), and attendant (optional).
Failure to comply with this Memorandum Circular shall mean suspension of CPC until such time that the requirements enumerated above are complied with.
This Memorandum Circular shall take effect fifteen (15) days after the filing of three (3) copies hereof with the U.P. Law Center, in accordance with Presidential Memorandum Circular No. 11, dated October 9, 1992, and any and all issuances inconsistent herewith are hereby modified accordingly, superseded and/or revoked.
