CLARIFICATORY GUIDELINES ON THE CONDUCT OF ASSESSMENT CENTER (AC) AND SUCCEEDING STAGES OF THE CES ELIGIBILITY EXAMINATION PROCESS



WHEREAS,  Presidential Decree No. 1 dated September 24, 1972, created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the Career Executive Service;

WHEREAS, the Career Executive Service (CES) Eligibility examination process consists of four stages, namely: 1.) Written Examination; 2.) Assessment Center; 3.) Performance Validation; and, 4.) Board Interview;

WHEREAS, the Master in National Security Administration (MNSA) and Master in Public Safety Administration (MPSA) degrees conferred by the National Defense College of the Philippines (NDCP) and Philippine Public Safety College of the Philippines (PPSC), respectively may be accredited as equivalent to the CES Written Examination;

WHEREAS, the Board allows Career Service Executive Eligibles (CSEEs) or those conferred eligibility by the Civil Service Commission to complete the remaining two (2) stages of the CES Eligibility examination process, namely: Assessment Center and Performance Validation;

WHEREAS, a number of requests to proceed to the AC and succeeding stages of the CES Eligibility examination process have been received by the Secretariat, including those whose names were already delisted pursuant to CESB Resolution No. 593 s. 2005 which provides for a strict implementation of the Board policies on prescriptive periods and strict adherence to deadlines on submission of required documents prescribed by the Board;

WHEREAS, CESB Resolution No. 593 s. 2005 has been repealed pursuant to Rule VIII, Section 1 (1.3.1) of CESS Resolution No. 791 dated February 10, 2009;

NOW THEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to adopt the following Clarificatory Guidelines  on the Conduct of Assessment Center (AC) and Succeeding Stages of  the Career Executive Service (CES) Eligibiiity examination process:

AC Fee

1. Except for incumbents of CES positions, MNSA and MPSA graduates or those who took and passed the Written Examination (MATB) as entrance or qualifying examination for the said courses,  shall pay the corresponding AC fee.

2. Except for incumbents of CES positions, CSE Eligibles or those conferred eligibility by the Civil Service Commission who are interested to take the AC and succeeding stages of the CES Eligibility examination process, shall pay the corresponding AC fee.

3. Those who took and passed the Written Examination (1995 and 1997 MATB) as a qualifying examination for DepEd Superintendents, shall pay the corresponding AC fee.

4. Those from the Local Government Units (LGUs), private sector, and agencies exempted, from the Salary Standardization Law (SSL), shall pay the corresponding AC fee.

5. Those who will take the AC for the second time shall pay the corresponding AC fee, regardless of the circumstances.

AC Retake

6.) MATB passers who took the AC prior to the adoption of CESB Resolution No. 459 on October 8, 2002, and all others interested to retake the AC, shall be governed by the rules on AC retake provided under Rule III, Section 4 of CESB Resolution No. 791 s. 2009.

RESOLVED FURTHER, to allow all those on-stream to complete the CES Eligibility examination process, including those whose names were already delisted pursuant to CESB Resolution No. 593 s. 2005.
