[ CSC MEMORANDUM CIRCULAR NO. 8, March 07, 1991 ]
MONITORING THE IMPLEMENTATION OF MERIT SYSTEM OF STATE COLLEGES AND UNIVERSITIES
Pursuant to Section 5-2 of P.D. 807 dated October 6, 1975, and CSC Memorandum Circular No. 2, s. 1984, as reiterated under Memorandum Circular No. 5, s. 1987, State Colleges and Universities are required to establish and submit the Merit System for Faculty and Academic Staff. This Merit System shall serve as the framework for the recruitment, placement, and retention of personnel.
Considering that more than ninety percent (90%) of State Colleges and Universities have established their Merit System, the Commission deemed it imperative to conduct a monitoring of all State Colleges and Universities with approved Merit System to determine the extent of implementation of their Merit System and to identify specific problem areas encountered by SUC's for its effective implementation.
Heads of State Colleges and Universities shall be duly notified of the date the monitoring teams from the CSC Central/Regional or Provincial Offices shall visit their respective College/University.
